Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT).

USAID’s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to lead the Development Food Security Activity, “Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity” (SAPLING) on September 30, 2015, with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within the Bandarban District. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, three local implementing partners, individuals, communities, institutions, traditional leaders and the Government of Bangladesh to affect enduring positive change in its program areas by addressing immediate needs while investing in the future.

HKI is seeking qualified candidates for the position of MCHN Specialist for its SAPLING project. Preference will be given to qualified candidates from Bandarban Hill District and CHT in general.

Duration : The project period is through September 2020; expected start date in August/September 2018.

Scope of Work

The MCHN Specialist is responsible for ensuring implementation of all maternal, child health and nutrition activities at Upazila level through developing and utilizing capacity of MCHN partner’s Field Facilitators, CHSWs, GOB MOHFW staff and NGOs. S/he will provide technical support to all MCHN-related activities within the SAPLING Project.
The MCHN Specialist will be expected to provide master training and technical follow-up to implementing Partner’s staff, Field staff (CHSW), Government and Non-government health service providers, including birth attendants, traditional practitioners and agriculture extension workers and others to plan and implement program activities.

Job Responsibilities

  • Provide technical support to all maternal and child health nutrition (MCHN) related activities within the SAPLING project 
  • Provide master training and technical follow-up to Implementing partner’s Staff, Government and Non-government health service providers, including birth attendants, traditional practitioners and agriculture extension workers and others to plan and implement program activities.  
  • Develop information, communication and education material on MCHN model and its components
  • Will work at all levels, within a changing context of people and settings, providing specialized training, counseling support, and monitoring feedback appropriate to the activity and desired outcome.
  • Provide training on the ENA-EHA Framework, and will include sessions on community-based growth promotion (CBGP), counseling, and facilitation.
  • Ensure implementation of all MCHN activities at Upazila level through developing and utilizing capacity of Field Facilitators, Community Health Service Workers (CHSWs), GOB health & FP staff and NGOs.
  • Document and follow up on the learning during the Project implementation.
  • Technical assistance to Field Facilitators and CHSWs at the Upazila level.
  • Assist in the preparation of the monthly and quarterly progress reports on the proceedings of the projects.
  • Attend and participate in the project’s team meetings at Upazila.
  • Liaise/coordinate with the GoB, NGOs & all other relevant Stakeholders on a regular basis at Upazila level.
  • Attend and Participate in the Health coordination meeting led by UH&FPO
  • Participate in GoB National Program 
  • Any other tasks to be assigned by the MCHN Managers.

Required Qualifications

Education and Aptitude

  • The candidates should have minimum a Master’s degree in in Public Health or Nutrition or related field.

Job related experience and knowledge

  • 6-8 years of practical experience in maternal and child health nutrition-related programs and strong background in nutrition.
  • S/he should have working experience in the CHT areas.
  • Demonstrated experience of managing MCHN activities related to strengthening health systems with public and private healthcare providers.
  • Demonstrated experience managing MCHN activities embedded in a food security and livelihoods program at a rural household and farm level.
  • Demonstrated facilitation and training experience.
  • Demonstrated experience and willingness to engage with vulnerable groups in a participatory manner.
  • S/he should have experience of working through partners (consortium partners, local NGOs and GoB).
  • Excellent critical thinking and analytical skills, ability to problem solve, and think outside of the box.
  • Excellent interpersonal communication skills, fluency in spoken and written English is given priority.
  • Familiar with MS Word, Excel and PowerPoint.
