Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Sylhet, Chittagong and the CHT.

HKI is seeking to recruit the following position based in Dhaka.

Job Title : Admin and Procurement Manager
Location : Dhaka

Scope of Work

The Admin and Procurement Manager will be responsible for the efficient implementation of all administrative, logistics, procurement and asset management activities in Dhaka office.  S/he will serve as a focal point for admin, logistics, purchases, asset management property management, vehicle management security/staff safety.

Job Responsibilities

Administrative:

  • Review and finalize country office agreement including expat house rent agreement.
  • Assist and ensure to obtain Expats work permit, Visa, Security clearance etc.
  • Assist all international and domestic travel arrangements, accommodation, other logistics for expatriate staff and program team.
  • Assist to confirm GOB liaison, meeting for project and HKI related issues.
  • Supervise to ensure utilities facilities, land phone and other facilities.
  • Assist and ensure to enjoy GOB exemption regarding fiscal facilities of different projects.
  • Assist NGOAB and other GOB issues.
  • Assist to organize workshop, attend meeting and development relationship with senior level officers.
  • Facilitate and prepare the operations reports and sitreps.
  • Arrange accommodation and assign duties to drivers for international visitors visiting HKI/BD Dhaka and field offices.
  • Keep contacts with different workshops and assist to arrange repairing of vehicles.
  • Assist to supervise and ensure proper maintenance of all vehicles.
  • Provide routine checks of office maintenance.
  • Provide support to field-based administrative and operations teams in coordination with the relevant program manager.
  • Prepare quarterly maintenance plan based on budget in consultation with respective department/section.

Procurement:

  • Work with the DCD – operations, operations team and program staffs to understand organizational and program requirements and develop procurement plans.
  • Perform procurement activities such as sourcing, quotations, price negotiation, PO processing, ordering, tracking, delivery and reporting.
  • Coordinating all procurement, specially procure stationeries and supplies and maintain record keeping.
  • Ensure timely delivery and maintain quality of products and related services.
  • Contract management, liaison with stakeholders, problem identification and solve those bottlenecks that resulted prompt delivery of service with maintaining quality.
  • Ensure floating tender, review/ preparation of specification, sourcing and evaluation of high valued technical items of capital nature;
  • Initiate best practices of procurement to create the competitiveness through market verifications, gaining knowledge of overall market situations and market dominating factors.
  • Prepare quarterly procurement plan.
  • Manage inventory, including internal usage tracking, inventory planning and reporting.
  • Maintaining and updating the overall inventory system of the organization.
  • Document processes and identify areas for process improvement and system enhancement.

Asset Management:

  • Develop and maintain overall asset management system for identification, tracking, and control of assets to support audit requirements.
  • Evaluate available asset management software tools to improve asset traceability and maintain ownership history of capital equipment.
  • Researches and assists in developing, managing and monitoring activities of assigned asset and properties of HKI-Bangladesh.
  • Collaborates with other business entities in order to provide support require for the successful accomplishment of organizational goals.
  • Ensuring the appropriate management of all important communications to external partners and other HKI offices.

Education

  • Masters’ Degree in Business Management or a relevant field

Other Requirements

  • Minimum seven years of experience in admin, procurement, inventory management and asset management, especially in INGOs;
  • Capacity to be self-reliant, results-oriented, detail-oriented, and manage multiple deadlines;
  • Ability to exercise good judgement;
  • Energetic, flexible, collaborative, and proactive--a team player who can positively and productively impact both strategic and tactical initiatives;
  • Ensure appropriate confidentiality for internal documents;
  • Exceptional written, oral, interpersonal, and presentation skills;
  • Proficiency in verbal and written English;
  • Demonstrated ability to convey messages through clear and concise writing.
  • Requires 5+ USAID experience.
  • Requires experience with cooperative agreements and contracts.
  • Familiarity with the 2CFR.200 and Federal Acquisition Regulations (FAR)
