Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Khulna, Barisal, Sathkhira, Nilphamari, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT) districts of Khatgrachari and Bandarban.

USAID’s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to the “Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity” (SAPLING), with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within five upazilas of the Bandarban District of CHT. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, local implementing partners, individuals, communities, institutions, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.

HKI is seeking qualified candidate for the following position for its SAPLING project. Preference will be given to qualified candidates from Bandarban Hill District and CHT in general.

Title : Monitoring and Evaluation Officer
Job Location : Rowanchari / Thanchi Upazila of Bandarban District
Reporting to : Manger – M&E
Duration : The project period is through September 2020; however, the initial employment offer will be for one year, with expected start date in May 2018.

Scope of Work

M&E Officer will contribute to program monitoring and evaluation through ensuring quality information management, documentation and reporting and conducting purposive field visits to program and participants activities.

Job Responsibilities

  • Visit field to verify consistence and quality of monitoring data and information through regular meetings with the USs, FFs and CHSWs, upazila level program staff, implementing partners, government counterparts to discuss field progress and challenges and provide updates to the Manager, M&E.
  • Provide updates to the Manager M&E that all FFs and CHSWs are using M&E tools, process and approaches for M&E systems and using quantitative and qualitative approaches to collect data and assist them in data processing and analysis to understand their own progress.
  • With the guidance of Manager M&E provide on-job training to USs and Leaning Corps (LC) on field level monitoring, reporting and maintenance of quality and document the learning of the project.
  • Carry out systematic cross/ spot checking and triangulation on the sample and census data at its primary and secondary sources is in practice. This includes desk review and physical verification registration, training attendance sheet & input support muster roll for program participants and beneficiaries.
  • Assist in the development and implementation of appropriate methodologies (qualitative and quantitative), tools and techniques for completing M&E related responsibilities.
  • Assist the Manager M&E in systematic collection, analysis and preservation of data and information for program monitoring and reporting purposes.
  • Conduct assessments by using participatory approaches and techniques/ qualitative tools at field level to identify the outcome level changes and conduct studies/case studies for assessment of program progress, quality and learning.
  • All other duties as requested by the Manager M&E and/or Director M&

Required Qualifications

  • A Graduate/Master’s degree (for example: economics, statistics, epidemiology, public health, development and management, Rural and urban planning or other related field) and/or degree in relevant field.
  • 4-5 years of progressive experience in developing/ using database, compiling monitoring, evaluation learning information, and analyzing data.
  • Strong knowledge of PRA/PVA tools.
  • Strong Computer application skills in the use of MS Office packages (Access, Word, Excel) and e-mail.
  • Experience in recording and compiling data, synthesizing and generating evidence and analyzing and compilation of data from multiple sources required.
  • Knowledge on database related software use.
  • Have clear understanding on the program’s M&E framework, tools, process, sampling, data collection frequencies and data sources.
  • Strong skills in analysis data using Spreadsheet.

Desired Qualifications

  • Experience on conducting/participating focus groups/group discussion and different surveys/studies.
  • Experience in a development or food security (mainly USAID funded project) related project.
  • Demonstrated facilitation and training experience.
  • Experience working with the private sector, Government and Non-government stakeholders including the implementing partners.
  • Previous experience working in the CHT areas and/or knowledge of the CHT region.
  • Willingness to engage with vulnerable groups in a participatory manner.
  • Strong skills in analysis using statistical software of SPSS/STATA, GIS.
  • Mobile base M&E live data collection skill and experience.
  • Ability to work in a team environment and independently.
  • Excellent interpersonal communication skills, fluency in spoken and written English and Bangla languages.
  • Spoken and/or written CHT local languages.
