Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Khulna, Barisal, Sathkhira, Nilphamari, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT) districts of Khagrachari and Bandarban.

USAID’s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to the “Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity” (SAPLING) program on September 30, 2015, with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within five upazilas of the Bandarban District of CHT. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, five local implementing partners, individuals, communities, institutions, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.

HKI is seeking qualified candidate for the Program Officer position for its SAPLING project.

Title  : Program Officer
Job Location : Dhaka
Reporting to : Manager- Communications
Duration  : The project period is five years until September 2020; expected start date in July 2017.

Scope of Work

The Program Officer assists with the preparation of power point presentations, compilation of information and drafting of reports and communications materials, translation of documents, provides personal interpretation during meetings and travel for the COP and maintains final soft and hard copies of program materials (as appropriate). S/he also provides support to senior level meetings and workshops by preparing agendas, assisting with logistics, taking minutes and following-up on pending action points. S/he helps to organize external events, including USAID field visits and meetings with government or donor, preparing necessary supporting material and reports. S/he also helps establish knowledge archive; supports in formative research and reporting; helps furnishing different programmatic documents and periodic reports.

Job Responsibilities

  • Provides administrative support in meetings and workshops (including organizing, coordinating, preparing meeting minutes, workshop report, and follow-up)
  • Assists the COP in preparation of power point presentations, drafting reports, translating documents and providing interpretation during meetings while on travel.
  • Helps organizing external events (like fair, high-level visits etc.), document the events (including capturing key discussion points, photographs etc.) and prepare reports
  • Helps establish knowledge archive (online and/or intranet-based); index, file and organize various program documents and made available for internal communications
  • Provide writing and editing support in formative research and reporting
  • Helps furnishing (editing, formatting) different programmatic documents and periodic reports.

Required Qualifications

  • University degree in a development related field including Economics, Development Studies, Mass Communications, Social Science.

Other Skills and Experience:

  • High quality English and Bangla writing skill; ability to inscribe key information from long reports and put them in plain English and Bangla
  • Excellent verbal English and Bangla skills required to provide interpretation
  • Experience working with USAID or other donor funded programs
  • Understanding of USAID’s Food for Peace programs is preferable
  • Experience working with an NGO implementing development programs
  • Understanding of food security activities, including knowledge of livelihoods, health and nutrition and/or disaster risk management, is preferable
  • Proficient knowledge of operating office suite software and peripherals
  • Must be a team player with mutual trust and understanding in a mixed team; capable to work under pressure, juggling with popping priorities and meet deadlines
  • A high standard of communication skills; interpersonal, intercultural, and overall social skills
