HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED and REACH, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Assignment

Under the supervision of the Assessment Officer, the Field Coordinator is responsible for the timely and appropriate implementation of REACH assessments in the field, in accordance with the approach and methodology defined by REACH. The Field Coordinator is responsible for managing and coordinating team leaders and enumerators in carrying out data collection. The Field Coordinator will will be based in the Helvetas Cox’s Bazar office, with extensive travel to field locations in refugee camps and non-camp areas in Ukhiya and Teknaf.

Functions

The Field Coordinator will be responsible for the following tasks:

Training and preparation

  • Supported by the Assessment and GIS Officers, conduct training of team leaders and enumerators on REACH assessment methodologies
  • Translate questionnaires and other key documents into English/Bangla where required

Coordination

  • Where necessary, coordinate with local authorities, camp managers, implementing agency staff, and local communities, to ensure that field teams have the necessary permissions and support to work effectively

Field data collection

  • Plan and coordinate all data collection carried out by REACH field teams, in coordination with the Senior Field Coordinator, Assessment Officer and GIS Officers
  • Track progress of data collection against agreed targets and provide daily progress reports to the Senior Field Coordinator and Assessment Officer
  • Monitor the quality of activities carried out by enumerators and team leaders in the field
  • Support field teams in troubleshooting issues encountered in the field
  • Conduct daily debriefings with team leaders and report any identified issues or contextual observations to the Assessment Officer
  • Conduct key informant interviews and focus group discussions

Additional responsibilities

  • Support the Field Assistant in managing attendance sheets, contracts and other relevant paperwork for enumerators
  • Attend relevant trainings identified by the Assessment Officer
  • Contribute to other tasks as required by the Assessment Officer

Selection criteria

  • Fluency in Chittagongian and proficiency in English are mandatory
  • Previous experience conducting field data collection with humanitarian or development organisations desirable
  • Strong leadership and organisational skills
  • Strong interpersonal skills and ability to effectively communicate with both field teams, local authorities, and local communities
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Positive attitude and a willingness to learn
  • Comfortable working in refugee camp settings and spending majority of time in the field
  • Comfortable working in a cross-cultural environment
