HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through  direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Security Officer

Salaries will be based on qualifications and experience with a range between BDT 73,900-80,400 per month.

Selection criteria

The main criteria used in the selection of the Security Officer are the following:

  • Previous working experience in similar position, ideally in INGO
  • Excellent level of English and Bangla skills are required for writing, typing and speaking. English Language proficiency especially local dialog (Chittagonian) will be tested.
  • Experience in using MS Office (Excel, Word, PowerPoint) essential
  • Should have knowledge on humanitarian principals
  • Communicating with FLAT, program team, organizing and conducting training sessions.
  • Skills required: Results orientated, teamwork, flexible, commitment, stress management, high level of confidentiality, problem solving skills, ability to organize & priorities workload independently, using initiative when appropriate, and ability to act as part of multi-cultural and multi-disciplinary team.
  • The incumbent should be organized, discreet, and people oriented. Possess strong smart personality.

Key Responsibilities

This position will report directly to the ACTED Country Director and based on their expertise they will receive specific ToRs which includes, but are not limited to:

  • Takes appropriate measure to secure ACTED premises, personnel, assets and properties by regular monitoring and control of ACTED existing security set up.
  • Formulates recommendations to improve security of ACTED premises, personnel, assets and beneficiaries.
  • Participates in area coordination meetings and provide feedback and report to the team and Coordination on security risks and incidents which have emerged;
  •  Conduct regular security assessment of areas of operations, premises; inspecting buildings, equipment, and access and entry points;
  • Prevents losses and damage by reporting irregularities; informing violators of policy and procedures; restraining trespassers.
  • Supervise ACTED staff movement, monitor security of drivers and movement protocol and provide security guidance to international staff as well as national staff on security situation in the area of intervention;
  • Maintain strong communication to report and record observations, information, occurrences, and surveillance activities, in particular to ensure tracking of incidents and key risks;
  • Maintains strong security/safety steps by monitoring and setting building and equipment controls.
  • Ensures operation of equipment by completing preventive maintenance requirements; following manufacturer's instructions; troubleshooting malfunctions; coordinate with logistic and calling for repairs; evaluating new equipment/replacements;
  • Train staff, provide updates and brief staff the security situation in ACTED area of intervention in close coordination with the Country Director.

The Security Officer will report to and operate under the guidance of the Country Director.
