HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through  direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Site Assistants

Must be fluent in Chittagong dialect

Salaries will be based on qualifications and experience with a range between BDT 48,000-52,000  per month.

Selection criteria

The main criteria used in the selection of the Senior Site Officer are the following:

  • Proficiency in English (spoken and written) and Chittagong local language is a must
  • Previous experience working for NGOs in similar position
  • Previous experience in working with refugee population
  • Excellent liaison and communication skills
  • Experience in using MS Office (Excel, Word, PowerPoint) essential
  • Should have knowledge on humanitarian principals and attitude to work in Refugee Camps
  • Experience in either one or more of the following areas:  conducting assessments/ data collection (Kobo), Service Monitoring, Supervising volunteers, Implementing small infrastructure projects, Protection Mainstreaming, Communicating with Communities, Organizing and taking minutes of meetings, Establishment of Community Governance Mechanisms.
  • Flexibility and ability to work on emergency activities

Key Responsibilities

Based on the expertise the Site Assistant will receive specific ToRs which includes, but are not limited to:

  • Regular conduct of  service and infrastructure monitoring for the camps, managing data collection and overseeing enumerators; data collection may be conducted through key informant interviews, surveys or focus group discussions, using paper forms or ODK/Kobo
  • Implement Site Improvement projects (gardening, repair of pathways, bridges)
  • Support the establishment of information desks and a Complaints Response Mechanism (CRM) in the camps
  • Organise and oversee Coordination with Communities and outreach activities, including general outreach, information sessions, community discussions, household level outreach etc. This activity includes the selection of volunteers, key community representatives and outreach workers amongst the community. The site assistant will support their capacity building and ensure their active participation.
  • Support the formation of Camp Committees, ensuring that all the camp committees have an equal representation in terms of gender, age group and vulnerabilities
  • Coordinate with other ACTED departments regarding procurement of any material resources for site upgrading/site maintenance
  • Maintaining relationship with external stakeholders.
  • Supervising of different volunteer groups / Cash for Work labour
  • Support to partners to achieve agreed minimum standards and service delivery quality.

Line Management

The Site Assistant will report to and operate under the guidance of the Senior Site Officer.
