To ensure appropriate and technical sound, WASH support, water supply/sanitation/faecal sludge management, to specific Rohingya refugee communities in Cox’s Bazar.


  1. Conduct needs assessments regarding WASH facilities in appointed refugee communities.
  2. Involve all stake holders in choosing the appropriate site and technology to be used.  
  3. Design and prepare BoQ for Water Supply Schemes, boreholes, gravity flow systems, sanitation-, sludge- and solid waste- management facilities.
  4. Prepare technical documents for tender.
  5. Contract management. Ensure quality of construction/materials and recommend payment bills.
  6. Ensure timely implementation of activities.
  7. Ensure proper operation of the facilities constructed, provision of potable drinking water, safe disposal of waste, safe sludge management and hygienic safe sanitation facilities.
  8. Supervise two wash officers.
  9. Prepare timely work plans and monitoring reports.
  10. Represent WHH in technical and sectoral WASH meeting in the field/Cox Bazar on request.
  11. Participate actively in the weekly project meetings.
  12. Ensure exchange of experiences and information with concerned partners.
  13. Liaison with concerned authorities relating project implementation.
  14. Based on the feedback from the partners, ensure the appropriateness of the facilities and its use.
  15. Ensure all-inclusiveness at all stages of the project (needs of elderly, children, women, and disabled people).
  16. Familiarise with the Helvetas code of conduct and adhere to it.
  17. Assist the HoP when required in translation/interpretation.
  18. Perform any task if and when requested by HoP.


  1. Graduate Master of Science in Engineering, preferably Civil Engineering or other related field such as architecture or construction management
  2. A suitable qualification in any discipline relating to Public Health Engineering is preferred
  3. Minimum of 3-year practical experience, design and implementation, in Water supplies, Sanitation and Hygiene Promotion. Experience in emergency settings is an advantage.
  4. Experience in working with contractors.
  5. The ability to present concise reports, sometimes at short notice.
  6. Excellent verbal and written communication skills.  Fluency in English and Bangla is required.  Speaking of local dialect is an advantage.
  7. A professional with very good interpersonal skills, results-oriented, flexible, organized and systematic, attention to details, team player but also the ability to work independently.
  8. Motivation to work for a Humanitarian organisation.
  9. Possess good computer skills in using Excel, Word, Power Point and other engineering computer programs.
  10. Willingness to be field based and extensive travelling to project areas.

Salary will be paid based on experiences and organisational salary structure.
