HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.  

HELVETAS, in partnership with ACTED, is cooperating to open operations in Cox’s Bazar in response to the Rohingya Refugee Crisis and are working on Site Management in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

HELVETAS and ACTED/REACH seeks to recruit:

Information Management and Data Coordination Officer (1 person)

Salaries will be based on qualifications and experience with a range between BDT 70,000-75,000 per month

Selection criteria

The main criteria used in the selection of the Information Management and Data Coordinator Officer are the following:

  • Previous experience with Information management or database management
  • Data entry experience required
  • High level of competence with Microsoft Excel, Word, and PowerPoint essential
  • Previous experience with data collection applications (e.g. ODK, Kobo)
  • Knowledge of Chittagong local language ( understanding and speaking) is a must
  • Proficiency in English (spoken and written)
  • University degree in relevant field

Key Responsibilities

1. Establish and implement the database management system

1.1Database Strategy

  1. Develop and implement appropriate data collection methodologies and tools, analysis plans, reporting outlines, and data/information dissemination/utilization plans;
  2. Establish and maintain data standards, best practices and adherence to these standards as required;
  3. Identify and design innovative practices to improve organizational efficiency and effectiveness in database management;

1.2 Database Systems Development and Implementation

  1. Create, upgrade and maintain the project-specific databases, ensuring continual development and strengthening of the system;
  2. Create user-friendly data entry interfaces ensuring that they correspond to department needs and their information gathering system;
  3. Ensure accurate and consistent data entry and that databases are up to date;
  4. Maintain and further develop the structure or format of the databases as required, incorporating ideas and amendments from relevant staff and partners;
  5. Provide additional updates and data analysis as required;
  6. Evaluate need for and recommend system upgrades;
  7. Coordinate and test modifications to the system;
  8. Oversee the data entry process and recommend and implement guidelines for data entry in coordination with relevant staff;
  9. Oversee day-to-day integrity of database and database procedures, which may include: conducting weekly and monthly audits of data to confirm use of accurate entry processes; identifying and eliminating duplicate records; and maintaining users security settings;
  10. Develop and implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability;
  11. Provide database technical support to ACTED teams, and troubleshoot both hardware and software issues.

2. Data Analysis

  1. Manage the analysis of data collected from field assessments and distributions, including identifying trends in the data, and ensure the production of reports in various formats including graphs, charts, etc., as required;
  2. Ensure the verification of the accuracy of the data collected during assessments;
  3. Supervise the cleaning of the data collected during assessments and flag any issues to the relevant departments;
  4. Extract queries, figures, and reports from the database;
  5. Support the improvements of the data collection tools and processes and pilot new ideas with assessment teams in the field.

3. Efficient Sharing and Usage of Information

  1. Continually gather information from the field in order to monitor the humanitarian situation, track trends, and provide basic forecasts to ACTED project teams;
  2. Ensure effective and efficient information production, sharing and usage among all target groups and end-users;
  3. Ensure an effective roll-out of database management systems to all staff and partners through training, site visits, manuals, and other technical support as needed. Ensure systems are well understood and properly implemented by staff and partners;
  4. Provide capacity building on effective use of database products and systems.

 4. Team Management and Training

  • Ensure that staff under their direct responsibility understand and are able to perform their roles and responsibilities;
  • Manage Database, Assistants / Data Entry Officers (enumaro, delineating their responsibilities and follow-up the work plans and day-to-day activities;
  • Provide capacity building on effective use of database products and systems, such as specific trainings on mobile data collection tools and methods;
