HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through  direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular the sector of Site Management (CCCM) in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

HELVETAS seeks to recruit:

Senior Site Officer

Salaries will be based on qualifications and experience with a range between BDT 70,000 -77,000 BDT per month.

Selection criteria

The main criteria used in the selection of the Senior Site Officer are the following:

  • Proficiency in English (spoken and written) and Chittagong local language is a must
  • Previous experience working for NGOs in similar position
  • Previous experience in team management
  • Excellent liaison and communication skills
  • Experience in using MS Office (Excel, Word, PowerPoint) essential
  • Should have knowledge on humanitarian principals and attitude to work in Refugee Camps
  • Flexibility and ability to work on emergency activities and under pressure

Key Responsibilities

  • Management of Field Staff
  • Creation and follow up of weekly and long-term work plans for the project implementation
  • Liaison and coordination with all humanitarian partners working in the site
  • Liaison and coordination with Camp-in-Charge (CiC) and local authorities
  • Monitoring of service provision by humanitarian partners at site level. Support to partners to achieve agreed minimum standards and service delivery quality.
  • Timely report to the Site Manager any gaps in the service delivery
  • Oversee the establishment and coordination of community governance and representation committees, including Camp Management Committee (CMC), women’s and youth committees, including through coordination and relationship-building with community leadership groups and community members on a formal and informal basis
  • Conduct/support trainings for community representatives on site management or other relevant topics when needed
  • Oversee and support the implementation of ACTED activities in the camp such as sensitization and awareness campaign, site improvements, support to plot allocation
  • Oversee the implementation of a complaint and feedback mechanism
  • Liaise and actively cooperate with the Information Management Unit (IMU) for data analysis
  • Ensure a relevant flux of information from the field level to the IMU
  • Support and consider gender, protection, and GBV concerns in all aspects of activities
  • Promotion of and adherence to Prevention of Sexual Exploitation and Abuse principles and guidelines (for site residents, ACTED staff, partner agencies)
  • Support and promote participation of women, youth, and marginalised groups
  • Provide inputs for the elaboration of Procurement plans as requested by the Site Manager
  • Attend regular staff coordination meetings for the site
  • Timely reporting on problems and challenges in the site to Site Manager (e.g. activities implementation, urgent complaints and concern raised by the community etc)
  • Timely reporting on security and safety incidents, including fire, landslides, floods and any possible security hazards in the site to Site Manager
  • Accurate record keeping of project documentation, including photos, as requested by the Site Manager
  • Ensuring compliance to ACTED internal procedures and donor procedures

Line Management

The Senior Site Officer will report to and operate under the guidance of the Site Manager.
