As per April 2018 or upon agreement we are looking for a Senior Programme Manager Capacity Building & Facilitation of a Local Economic Development (LED) Programme of Swiss Agency for Development and Cooperation (SDC), which aims to contribute to better performing, more competitive and inclusive local economies by building capacity of local public, private sector and civil society actors for local collective economic development.
The recruitment is subject to the successful acceptance by the Swiss Agency for Development and Cooperation (SDC) of the HELVETAS offer.

Roles and responsibilities of this position are:

• Support the Programme Team in the planning and development of the LED programme
• In collaboration with international LED experts, design and facilitate the rapid diagnosis of local economies in selected districts and support the planning of the implementation of resulting economic improvement projects
• Support local governments to mobilise local public and private stakeholders into local economic development processes
• Develop a curriculum for LED capacity development, and organise and facilitate LED capacity development events  
• Develop a LED Toolkit based on experiences from other contexts and update the LED Toolkit by integrating lessons learned during pilot activities
• Develop and implement the strategy and process to incentivize planned LED projects
• Develop selection criteria for fund allocation to seed-finance selected local LED activities

Required qualifications:

• Relevant academic degree, preferably in business or economics.
• At least 10 years of relevant work experience, incl.  capacity building, facilitation and consultancy in local and regional economic development projects and programs in different economic contexts, preferably in Asia, including Bangladesh.
• Profound technical expertise and work experience in local and regional economic development, good governance, value chain development, market system development, business services, SME promotion, business and investment climate and related fields.
• Committed to achieving results in a short time frame and under time pressure
• Sensitivity to political issues and ability to interact at multiple institutional levels; knowledge of political and governance structures in Bangladesh is a necessity
• Highly communicative and transparent; excellent writing skills
• Proven track record in developing curricula, training and process manuals and toolkits in the field of economic development
• Fluency in English, working knowledge of Bengal is an asset.
