Relations with Others:
Internally the post holder will work with Advocacy and Campaign Coordinator and Programme Officer-M&E and Documentation S/he will also maintain coordinated relation with Finance and Admin team and follow any decision, come from Programme Implementation Manager and Country Direct when required.  

Externally, s/he will work with three partner organizations, government departments, and policy makers, local & national cultural groups, and folklore departments of public University, older people, media and civil society members

Background:
HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty, so that they can lead dignified, secure, active and healthy lives. HelpAge International has been long working experiences in Bangladesh since the year of 1991 through its affiliates. The country office in Bangladesh has launched in 2009 along with South Asia Regional office in Dhaka.

HelpAge International in Bangladesh however participates in programs with a much wider geographical coverage through its partner and affiliate organizations. Whether you are talking about thematic areas of HelpAge International in Bangladesh such as social protection and income security, health and social Care, emergency & DRR, rights and entitlement or knowledge management, HelpAge International with its network represents tremendous value for money in both advocacy and program delivery work. One of HelpAge’s key thematic areas is global campaign ‘Age demand Action (ADA)’.

To strengthen civil society institutions for increased citizen actions to ensure older people’s rights and entitlements, a 36 months project titled as Promoting the Rights of Older People and Influencing Policy through Cultural Campaigning and Media Work funded by European Union will be commenced on 1st January 2014 to implement at 30 Unions in Netrokona, Manikgonj, Naogaon and Dinajpur Districts.

This project estimates to achieve the following results:

  • 120  local level cultural groups have an improved capacity to incorporate advocacy and social action into their performances and cultural work;
  • Local and national level media stakeholders are actively contributing to debates on ageing and calling for improved social protection for older people
  • Communication and coordination mechanisms are established to link local level cultural actions in 04 districts in Bangladesh to national level policy dialogue processes

Purpose of the Job:
As a member of the Project team, he/she will be responsible for managing and coordinating the cultural campaign project in the project areas in Bangladesh and providing strategic, programmatic and technical support to project Partners for quality project delivery, mutual learning, monitoring and reporting.  The post holder will ensure the effective relationship with the partners and will also support them in maintaining their Implementation in accordance with national, organisational and donor requirements.

Job Activities:

  • The Project Coordinator is responsible for managing and coordinating the cultural campaign project in four districts with government departments and policy makers, local & national cultural groups, media and folklore departments of public University, older people and civil society members;
  • To provide project strategy,delivered with maximum efficiency and professionalism that would bring a positive change of the older people’s rights in project areas, through providing strategic guidance and support to the project teamas well as partners;
  • To ensure that the necessary resources are available for the project and partners utilised effectively to implement the campaign project for improving the rights of older people;
  • Work collaboratively with colleagues to ensure campaign & advocacy, research/study, M&E and excellence within HelpAge International Bangladesh work;
  • Lead the cultural Campaign Project team and develop capacity of the team members to deliver high quality support that would be a force to improve the rights situation for older people;
  • Establish communication and coordination mechanism to link local campaigns to a national advocacy agenda;
  • Develop partnership with folklore departments of three public Universities and three medias (02 print & 01 electronic);
  • Organise national level cultural festival, policy dialogues, seminars, workshop and roundtable as per requirement of project;
  • Support to develop campaign materials for relevant publications required in project period;
  • Assist partner NGOs to implement project operation plans and budgets and reports according to project memorandum;
  • Ensure effective monitoring, documentations and quality reports according to donor and HelpAge International Bangladesh requirements; 
  • Responsive for maintaining an effective and efficient relationship with the partners for evidence based learning and capacity building support for effective project implementation;
  • Contribute towards HelpAge International Bangladesh mutual learning through periodic project meetings and regular sharing. Support the project team to ensure project learning and innovation are documented and shared at appropriate local and national levels;
  • Organise and contribute in Project Management Committee meeting 
  • Undertake any other duties as and when necessary to fulfil the objectives of HelpAge International Bangladesh.

Extent of Authority:
The post-holder will report to the Programme Implementation Manager, HelpAge International Bangladesh. S/he will have direct management responsibility for the cultural campaign project in Bangladesh within the parameters set out by approved strategies, annual plans and budgets.

Other features of the job:
The post-holder will be based in Dhaka and will be expected to travel in field locations as 50% time and when necessary.

Person Specification:

Experience:

Essential:

  • Demonstrated at least 04-05 years’ experience of project management in a development context, to include the ability to effectively manage resources, finances, personnel and information;
  • In depth knowledge of development issues e.g. human rights and social justice issues and/or practical work experience at an appropriate level;
  • Prior experience of working on cultural campaign, advocacy with with cultural groups, media, civil societies, government and/or policy makers;
  • At least one year experience on working with advocacy projects;
  • Excellent interpersonal communication skills and persuasiveness, both internally and externally;
  • Direct experience of project appraisal, assessment, monitoring, and evidence based learning and evaluation methodologies;
  • Experience of working within a multidisciplinary and multicultural team;

Desirable:

  • Preference to understanding on ageing issues either through experiences or academic knowledge;
  • Prior experience of managing consultant and intern;

Skills & Abilities:

  • Ability to foster and support capacity building to project staff and national partners;
  • Ability to influence, communicates and co-operates, and negotiates with a wide range of people and organisations (including government) at all levels with tact, diplomacy and sensitivity to cultural differences;

  • Demonstrated ability to work under pressure and meet deadlines;
  • Ability to manage multiple and complex tasks;
  • Good communication and presentation skills along with excellent writing skills to produce reports, evidence based documents in both Engliahs and Bangla;
  • Competent IT skills, including experience of Word, Excel and PowerPoint;

Desirable:

  • Numeracy and ability to prepare and monitor budgets and accounts;
