GENERAL CONTEXT AND BACKGROUND:

Dhaka Ahsania Mission (DAM) is a non-government development organization founded by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi. The founding motto of DAM is ‘Divine and humanitarian service’. It functions since 1958 pursuing the aims of social and spiritual development of entire human community.

DAM is recruiting suitable candidates for its upcoming Humanitarian Aid project in Jamtoli refugee camp and its surrounding host communities funded by HEKS/EPER (a swiss INGO). HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities
Tasks
Project Management
  • Responsible for planning, implementation and management of the project.
  • Continuously monitor and supervise project activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • Ensure constant communication with project staff to identify potential problems, formulate recommendations and solutions and report.
  • Consider of disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issue during programme planning and implementation.
Information management and reporting
  • Responsible for risk assessments, community situation analysis (CSA), survey and study in the project area.
  • Provide detailed, accurate and timely reports as per requirements of donors on activities, challenges and areas in need of improvement.
  • Provide technical support for the expansion of HEKS/EPER programs in Cox’s Bazar and contribute to develop new project.
Coordination, networking and advocacy
  • Participate in cluster meetings, operational working group meetings, and other coordination meetings at Upazila level led by relevant agencies.
  • Ensure robust and efficient coordination with other stakeholders in relation with Rohingya camp and host communities.
  • Maintain effective liaison with other actor’s, donor and facilitate effective networking in project areas.
  • Represent the project in various meeting/ workshop/ seminars at Upazila and Camp level as appropriate.
Capacity Strengthening
  • Ensure team building, conflict resolution and problem solving in timely manner.
  • Take necessary steps for capacity strengthening of project team and other stakeholders involved in the implementation to deliver project outputs effectively.
Financial Management and logistics
  • Control and manage budget and ensure all expenses are according to budget and meet HEKS/EPER standards regarding financial management, including accountability and good governance.
  • Manage the induction and periodic appraisal of all staff for whom s/he is the line manager.
Safety and Security
  • Asses and consult with DAM and HEKS/EPER management to ensure security situation of planned locations is calms; Ensure risk assessment and share security information.
  • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities.
  • Provide timely incident report to the management and donor as needed.

REQUIRED PROFILE AND EXPERIENCE:

Education and professional experience
  • Master’s Degree in any discipline (flexible for highly experienced candidates) with at least 10 years Job experience in development field with 5 years in project management preferably in WASH & Livelihoods project.
  • Priority will be given to the candidates who have experience in Rohingya response project.
Professional requirements
  • Good knowledge of security management in emergency and humanitarian contexts.
  • Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level.
  • Excellent computer skills.
Language
  • Fluent English skills (written, spoken and reading). Local language is an asset.
Personal requirements
  • Willingness to accept frequent field missions. Driving motorbike with valid driving license.
  • Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders;
  • Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.
