Salary (consolidated) BDT. 60,000 plus other benefits according to policy

GENERAL CONTEXT AND BACKGROUND:

Dhaka Ahsania Mission (DAM) is a non-government development organization founded by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi. The founding motto of DAM is ‘Divine and humanitarian service’. It functions since 1958 pursuing the aims of social and spiritual development of entire human community.

DAM is recruiting suitable candidates for its upcoming Humanitarian Aid project in Jamtoli refugee camp and its surrounding host communities funded by HEKS/EPER (a swiss INGO). HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities
Tasks

Project implementation

  • Monitor construction/rehabilitation activities at camp and host community level.
  • Prepare BoQ and design as per project needs and prepare tender documents for construction/rehabilitation work.
  • Provide technical support to Assistant Project Officers (Infrastructure) for implementation of project activities as per standard.
  • Arrange periodical water quality testing of the water points.
  • Prepare monthly construction work plans and review periodically in consultation with the line manager.
  • Consider of disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issue during programme planning and implementation.

Information management and reporting

  • Assess needs of WASH interventions at community and Camp level.
  • Measure the progress of planned activities regularly, prepare and submit infrastructural reports to project office within the stipulated time.
  • Identify major discrepancy in project implementation and report immediately to line manager with remedial actions.

Coordination, networking and advocacy

  • Liaise with local government representatives/administration, authorities at camp level and different committees at host communities to coordinate the WASH interventions and avoid duplication.
  • Develop technical training manual/module on infrastructural issues for the project team, community leaders/committees and local government representatives.
  • Participate different cluster coordination meetings, technical working group meetings at camp level.

Capacity Strengthening

  • Manage and build capacities of Assistant Project Officer (Infrastructure) to carry out their responsibilities.
  • Assist in organizing and implementing training on WASH emergency planning, preparedness and response of communities, government and NGOs.

Financial Management and logistics

  • Manage budget for the assigned project and ensure all expenses are according to budget and meet standards regarding financial management.
  • Monitor the proper use of materials, financial and human resources.

Safety and Security

  • Responsible to put in place appropriate security and prevention measures during any distribution and implementation of project activities.
  • Provide timely incident report to the line manager as needed.

REQUIRED PROFILE AND EXPERIENCE:

Education and professional experience
  • Bachelor’s degree in civil engineering with at least 2 years or Diploma in Civil Engineering with at least 5 years’ experience in development organization preferably in WASH field.
  • Priority will be given to the candidates who have experience in Rohingya response project.
Professional requirements
  • Keep strong coordination with other implementing agencies, donor and local governmental authorities at field level.
  • Knowledge of computer operating system, estimation software and Auto CAD will get preference.
  • Knowledge on different standards (Sphere, Core humanitarian standards, etc).
Language
  • Fluent English skills (written, spoken and reading). Local language is an asset.
Personal requirements
  • Willingness to accept frequent field missions. Driving motorbike with valid driving license.
  • Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders;
  • Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.
