GENERAL CONTEXT AND BACKGROUND:

Dhaka Ahsania Mission (DAM) is a non-government development organization founded by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi. The founding motto of DAM is ‘Divine and humanitarian service’. It functions since 1958 pursuing the aims of social and spiritual development of entire human community.

DAM is recruiting suitable candidates for its upcoming Humanitarian Aid project in Jamtoli refugee camp and its surrounding host communities funded by HEKS/EPER (a swiss INGO). HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities
Tasks
Project implementation
  • Ensure implementation of M&E plan of the project, assist in the modification of M&E systems as required.
  • Provide technical support to frontline staff to make them understand different M&E formats, survey tools and process of executing the M&E activities.
  • Develop detailed Plan of Action (PoA) in coordination with the project team.
  • Measure project/programme performance using appropriate tools & techniques.
  • Consider of disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issue during programme planning and implementation.
Information management and reporting
  • Understand and ensure privacy laws and standards are implemented and adhered to; Establish data quality standards and ensure standards are met.
  • Lead all the assessment and surveys planned in the project.
  • Create and maintain comprehensive project documentation system.
  • Prepare monthly statistical and narrative reports as required and submit to the line management in time.
  • Maintain and update project’s online based data management platforms.
  • Collate reports, case stories and undertake filed visits to gather information and results related to the project activities.
Coordination, networking and advocacy
  • Establish networking with the relevant Government department at Upazila level.
  • Ensure strong relationship with other agencies working in Camp-15 and its surrounding host communities.
  • Ensure participation in cluster meetings and working group meetings led by relevant agencies.
  • Assist organizational M&E department in dissemination of lessons learnt through organizing meeting, workshops etc.
Capacity Strengthening
  • Participate, organize and facilitate different types of training and workshop at Upazila/ Union/ Camp level to strengthen the capacity of the project team.
  • Provide on the job coaching to the project team on data collection and management in line with the project plan.
  • Train specific groups engaging community representatives on data collection tools, processes and methodologies.
Financial Management and logistics
  • Manage budget for the assigned activities and ensure all expenses are according to budget and meet project standards regarding financial management, including accountability and good governance.
  • Liaise, as necessary, with the logistics, admin and finance staff to ensure relevant items are procured, transported, stored, managed and accounted for correctly.
Safety and Security
  • Asses and consult other agencies to ensure security situation of planned locations is calms; Ensure risk assessment and share security information.
  • Provide timely incident report to the line manager as needed.

REQUIRED PROFILE AND EXPERIENCE:

Education and professional experience
  • Master’s in statistics/ information systems/ social science or equivalent degree with 5 years of WASH & Livelihoods project related experience.
  • Priority will be given to the candidates who have experience in Rohingya response project.
  • Proven skills in quantitative data collection, analysis, and validation.
Professional requirements
  • Keep strong coordination with other implementing agencies, donor and local governmental authorities at field level.
  • Excellent computer skills.
  • Knowledge on different standards (Sphere, Core humanitarian standards, etc).
Language
  • Fluent English skills (written, spoken and reading). Local language is an asset.
Personal requirements
  • Willingness to accept frequent field missions. Driving motorbike with valid driving license.
  • Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders.
  • Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.
