BACKGROUND
HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid. In Bangladesh our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. At the same time, we provide emergency relief and aid under the supervision of HEKS/EPER Humanitarian Aid Department.

Rohingya fled their homes in Myanmar August 2017, where huge refugee camps have formed. Since September 2017, HEKS/EPER has supported Humanitarian Aid interventions in Jamtoli refugee camp. HEKS/EPER is expanding these interventions and is searching for competent national NGOs to implement activities.

SCOPE OF WORK
Key role of the Bangladeshi NGO is to implement HEKS/EPER programme activities in close coordination and collaboration with local authorities and the HEKS Regional Humanitarian Aid Coordination Office (RHACO). HEKS/EPER is planning to implement projects for Rohingya as well as surrounding host communities on

  • Water, Sanitation and Hygiene
  • Food Security and Livelihoods

Interested NGOs can apply for one or both project components. The projects will be implemented in HEKS current working camp Jamtoli, or other camps in Cox`s Bazar District.

ELIGIBILITY CRITERIA FOR EXPRESSION OF INTEREST
A. Valid registration with the NGO Affairs Bureau (NGOAB) of the Bangladesh Government;
B. Authorization to work in the Rohingya refugee camps and in host communities;
C. Extensive experience in projects implementation following the common project-cycle management tools;
D. Previous working experience in Humanitarian Aid particularly in the Rohingya refugee camps. Experience in Jamtoli camp is an added value;
E. Track record of strong partnership with local communities, community-based organizations and government agencies in previous assignments;
F. At least five years of working experience in the field of Water, Sanitation and Hygiene and/or Food Security and Livelihoods.
G. Qualified core staff at field level and management level in areas mentioned above in (F) and in project areas;
H. Sound financial management and internal financial control system with timely audit record.

Contract Details
The Partnership agreement with the partner NGOs will be made for a period of 6-12 months, with a project volume of USD 150,000-500,000

NGO SELECTION PROCESS
Two three phase selection process will be put in place which includes:

a) submission of expression of Interest (EOI)b) field verification of the shortlisted NGOs.
b) field verification will be conducted only for shortlisted NGOs.
c) development of project concepts

SUBMISSION DETAILS
Interested INGOs should submit their organization profile and other necessary documents as soft copies by 15 October 2018, before 5:00pm to applications-humanitarian-aid@heks-eper.org with “EOI-NAME OF NGO” in the subject field.
