FUNCTION 
Under the supervision and leadership of the Program Manager–Enterprise Development and COOPs, the role of the Program Officer (PO)-Cooperative and Market Development (C&MD) is to assist in the carry-out and follow-up of Heifer’s project activities implementation in relation to cooperatives and market development of inputs/services and produces/products of the project beneficiaries. S/he will also assist the Program Manager – Enterprise Development and COOPs accomplish other related market interventions. The major focus areas are: connecting the producer owned agri-businesses to the input and output market dealt  by the public and private sector organizations for pre and post-production; developing strong leadership and facilitating good governance for organization and  business management of cooperatives; assist to build smart agri-businesses through implementation of cooperative  development activities and minimizing gap with input and output market, market information,  access to finance,   and following up branding activities under the leadership of supervisor. Finally, assist to develop and operationalize viable businesses.
The PO-Cooperative and Market Development (C&MD) will assist to carry out collaboration with different public and private sector organizations to strengthen the forward and backward linkages in both product markets and input/service market.

DELIVERABLES

  • Business Development & Branding (45%)
  • Assist in Demand-supply, gap and price analysis: Assist to PM-ED and entrepreneurs to carryout rapid market assessment, market research, value chain analysis, business venture feasibility study, stakeholders mapping, and so on for identification of viable enterprise establishment or strengthen the existing.
  • Support Business development: Support Project Partner team to develop business plan for households (HHs) and producer organization level (both start-up and growth stage) and to connect with public and private financial and non-financial service providers.
  • Marketing and branding: assist implementation of promotional activities for positioning the brands into the market. Monitoring at enterprise level as per guidance of PM-ED.
  • Assist in monitoring producer organization’s financial business: Participate in monthly meetings of Producer Organizations (POs). Review their financial and business reports and provide feedback in consultation with team. Assist to solve business related problems based on need.
  • Sector/product specific market information, opportunities and challenges produced as needed
  • Additional business scope created for private sectors and other market actors as well as cooperatives and its members
  • Price information system at Producer Organization (PO) level is operational for the benefit of all the value chain actors. 
  • Market-oriented supply chain for inputs, services and outputs in place.
  • Process for facilitation of branding farmer products documented. 
  • Develop household (HH) enterprise level business plan and organization level short-term and long-term plan.
  • .
  • Make functional participatory progress monitoring of the business development and reporting.

 

  • Leadership and General (15%) Documentation and Learning
  • Implementation of enterprise, market and value chain related activities and functions.
  • Ensure systemic documentation of successes and lessons learned for internal programmatic use and external sharing.
  • Project implementation plan developed for market development, enterprise development and cooperative component with clear timeline and deliverables.
  • Rollout plan and track progress periodically.
  • Timely delivery of milestones related to organizational and market development component.
  • Periodic reports and knowledge documents.
  • Assist to identify market’s constraints, root causes and facilitate systemic change (20%)
  • Assist to identify actors in the market system and develop a functional relationship.
  • Identify ongoing challenges that market actors are facing
  • Organize B2B Meetings with potential VC actor for stronger market linkages.
  • Follow up implementation of Heifer’s market development and private/public sector engagement strategy for the project
  • New private sector engaged with market system with formal and informal partnership.
  • Input and services suppliers network developed.
  • Buyer network developed.
  • Systemic change brought by and strengthening under-performing areas of market systems.
  • Support in building capacity of the, project partners and Producer Organization (PO) management (15%)
  • Assist to build capacity of the stakeholders.

Minimum Requirements:

  • A Bachelor’s degree or equivalent from a recognized university in the fields of Agriculture, Agricultural Economics, Business Administration, Rural Development, social science or other related field plus three years of experience.

Preferred Requirements:

  • Experience in sales promotion/market development activities in the country. 
  • Track record of building strong client and stakeholder relationships.
  • Ability to generate innovative solutions in work situations.

Most Critical Proficiencies:

  • Basic understanding of the goat, beef, dairy and poultry value chain.
  • Knowledge of enterprise development and linkages to poverty alleviation.
  • Strong interpersonal/people management skills and excellent oral and written communication skills a must.
  • Proficient knowledge of word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred) and Internet.
  • Demonstrated proficiency in English and other local languages, both oral and written.
  • Experience in the commercial sector with skills to sale good or services.
