    Context
     
    Hl has operated in Bangladesh since 1997, implementing programs aimed at improving access to services for people with disabilities and other women, men, boys, and girls that are discriminated against. By working with local partners and through direct implementation both in host communities and in camps, HI’s programs include the provision of health and rehabilitation services, inclusive education and livelihoods, promoting the rights of people with disabilities by strengthening protective mechanisms, and inclusion mainstreaming.  

    In Cox’s Bazaar, HI has been working in registered camps and host communities since 2007 and has scaled up its interventions in response to the influx of Rohingya refugees in August 2017. HI currently operates ten mobile units that provide rehabilitation, MHPSS, nursing care and protection support in non-registered camps in Ukiya and Teknaf, manages a logistics platform that provides storage and transport support to various humanitarian partners, as well as reaches the most vulnerable families with complementary food, NFI, and shelter kit distribution.

    A project on Inclusive Education is ongoing in the camps and host communities. It aims to promote the right of all the children to have access to education. Children with disabilities are identified and supported; teachers trained on inclusive education; community awareness raising activities about the rights of children with disabilities to go to school; and accessibility of the schools improved through upgrade works. The central focus of this component is the personalized support provided to children alongside the work implemented at community and school level (personal and environmental).This aims to improve the chances for children to stay in school and improve their learning outcomes.    
    In this project, two pilot schools on inclusive education have been identified and will be supported through an in-depth understanding of the barriers and facilitators on access and education for children with disabilities, and on their retention in school through an improved understanding about inclusive education and with the provision of recommendations which will be shared with other schools and educational authorities.

    Specific objectives of the consultancy:

    • Identify existing barriers and facilitators in two schools for children with disabilities to have equal access  and be retained in,  good quality and inclusive education:
    • analyse these barriers and facilitators, understanding the depth of their impact on children with disabilities;
    • Make recommendations on how to turn barriers into facilitators and how to keep and expand existing facilitators.
    • Creation of adapted messages targeting children, adults, school authorities and organizations in Bangla and English. These messages will be used to raise the awareness on the right of education for all.
    • Facilitation of a workshop for the teachers, parents who participated and other school authorities from different schools to present them the findings and the lessons learned of the assessment.

    Deliverables

    • Barriers and facilitators assessment report of the two pilot schools;
    • Recommendations to enhance the access of children with disability in the education system, and for them to be retained at school;
    • Messages to raise the awareness on the right of education for all;
    • Workshop agenda and presentation.
