HANDICAP INTERNATIONAL BANGLADESH

Title of Project: Towards global health” strengthening the rehabilitation sector through civil society in Bangladesh

Consultancy Work: Consultancy for drafting a guiding document to strengthen physical rehabilitation in Bangladesh

Length of consultancy: 25 work days (1st April 2018 to 30th November 2018)

Background

Handicap International- ‘Humanity & Inclusion’ (HI) is an international aid organization operating in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond their essential needs, improve their living conditions and promote respect for their dignity and their fundamental rights. HI launched its programme in Bangladesh in 1997 to advance the long-term rights and inclusion of people with disabilities.

HI is implementing a project in the sector of health particularly rehabilitation from January 2016 to December 2018, co-funded with the European Union, whereby 1139 medical and allied health professionals and 9590 people with and without disabilities will benefit through capacity development initiatives, awareness sessions and access to health and rehabilitation services. The project has been implemented in the districts of Dhaka, Kurigram, Narsingdi and Tangail in partnership with four rehabilitation professional associations, six local DPOs and two ministries. The project was developed on the recommendations of a previous regional initiative of HI (2011 - 2014) that strengthened the physical rehabilitation sectors in Afghanistan, Bangladesh, India and Sri Lanka through continuing professional education and leadership development for rehabilitation professionals, the mapping of physical rehabilitation sectors and policies.

This is operationalised in the current phase of the project, the objectives, target groups and expected results of which are presented below:

Overall objective:To contribute to universal health coverage, by supporting the Government of Bangladesh’s compliance with World Health Assembly resolutions on rehabilitation and disability-inclusive health care systems, as a basis for optimal health, functioning, well-being and human rights of people with disabilities.

Specific objective: Civil society organizations, specifically rehabilitation professional associations build multi-stakeholder consensus on defining and strengthening the health sector, particularly rehabilitation, in Bangladesh.

Target groups: 4 rehabilitation professional associations; (benefitting 856 members); 250 Medical and allied health professionals through their associations; 3 Integrated Disability Service Centres (IDSC), including up to 33 staff members; 6 Disabled Peoples’ Organisations (DPOs).

Expected Result 1:  Rehabilitation professionals and their associations are positioned to support a responsive quality-driven rehabilitation sector

Expected Result 2: Evidence and standards related to physical rehabilitation with an impact on health and social development outcomes are documented

Expected Result 3: Policy makers in Bangladesh are equipped with knowledge and tools to make evidence-based decisions regarding physical rehabilitation.

Technical Proposal

  • Evidence of relevant experience of the consultant
  • CV of the Consultant/s as annex (not beyond the 3 pages)

Financial Proposal:

  • This should include: daily consultancy fees including local transport within Dhaka.
