HANDICAP INTERNATIONAL (HI) BANGLADESH

Job title: Human Resource System Software (HRIS) for HI Bangladesh.
Length of Consultancy: A total duration of the assignment is 30 calendar days
Expected Start Date: 15 November 2017
Location of Work: Dhaka, Bangladesh


Background

Handicap International (HI) is an international organization operating in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond their essential needs, improve their living conditions and promote respect for their dignity and their fundamental rights. HI launched its programme in Bangladesh in 1997 to advance the long-term rights and inclusion of people with disabilities.

Since then it has responded to all major emergencies in the country. HI’s current program focuses on Improving access to quality rehabilitation services, Rights of people with disabilities, Inclusion of people with disabilities in development and society, Inclusive Disaster Risk Management and Emergency Response.

To fulfill the abovementioned programmatic requirements from 2015 the volume of the programme significantly increases and has more than 100 employees working in HI in different projects, programs and sectors.

For that reason HR department is planning for automation of the processes of Human Resource Management in view of working in more efficient manner, heading towards paperless work management and avoid duplication of work.

In this regard we seek detailed proposals with implementation plan for a smart Human Resources Information System (HRIS) with flexible, user friendly features from reputed firm/consultant.

Scope of Work:

Following features are mandatory

  • Employee data management ;
  • Job opening / Recruitment management;
  • Employee training data management;
  • Benefit management:
    • Payroll Management - Auto salary calculation
    • Payslip Report generation & email from system
    • Individual Pay slip access of all users PC
    • Final Payment Calculation, prorata calculation, PF Calculation, medical benefit calculation, Gratuity Calculation.
  • Tax Management
  • PF Management
  • Leave Management (Including site office own management for leave entry only)
    • Leave record Update
    • Report Analysis
    • Automatic Leave application system (ticket system for approval)
  • Attendance Management merge with
  • Medical benefit
    • With sub entry for dépendent and other criteria
  • Performance Management
  • Remote Access
  • Employee self service : Online controlled access of individual users
  • Employee final settlement ; employee clerance
  • HR reports
  • HR manager reminder

Desired Options : 1. Customized reports 2. Flexibility to enhance in course of time demand 3. Onsite Support 4. User Training 5. Recommendation is expected to get data management facility to avoid work repetition using any interface.

Responsibilities of the Consultant

The overall responsibility of the consultant is to customize the software as per HI requirements :  

  • Installation of the Software
  • Provide Training and Coaching to relevant staffs.
  • Genuine licensed software (preferred with Auto renewal) in the name of HI Bangladesh.
  • Committed to do after sales service and support as need basis by HI.
    • Troubleshoot problems
  • Develop a methodology and action plan for the assignment with deadline
  • Team formation & role Specification
  • Review relevant documents and reports as required
  • Review questionnaire, checklists and other tools development and validation, check with HI
  • Change or modify the report according to HI feedback until satisfaction of the quality
  • Finalization of the report.
Role of Handicap International Bangladesh

HI will provide the relevant documents/reports to the consultant

  • HI will provide comments on tools, plan and methodology
  • HI will visit to the locations if required
  • HI will provide feedback on the draft reports
Management of the Review:

The overall responsibility for managing the review will be with HR Department in close guidance with the Support Service Coordinator/ HR Manager of HI in Bangladesh.

Consultant’s profile & qualification:
  • At least 5 years experience in relevant field
  •  Proven track record in implementing HR software in renowned organization, preferable in development sector
  • Al least one evidence on consultancy work
  • Agreeing on the proposed time tine to complete full set of deliverables
Application Submission

Technical Proposal

  • Maximum 2 page organization profile highlighting related assignments completed with client name, contract person and mobile number
  • Lead Consultant’s (who will lead the assignment)
  • Maximum 2 page CV highlighting related assignment completed, role in of the completed assignment
  • Other Team members’ (who will involve in the assignment ) one paragraph short CV highlighting related assignment completed and role
  • Organization’s/Firm’s Certificate, TIN and VAT registration - Documents in favor of the previous relevant experiences.
  • List of Organization where they the software provided 

Financial Proposal:

The consultant should submit a proposal on how s/he intends to address the ToR with an attached budget breakdown.
