1. Introduction

Gono Kalyan Sangstha-GKS is a non-government development organization, established  in 1985  with a view to empower disadvantaged poor and destitute people specially women, youth and children through improving their socio-economic status and reducing vulnerability from all aspects. GKS started field operation in 1986 with its own resources and has been implementing different types of development projects according to the needs of the community. With the vision of poverty free just society where everyone is treated with equal dignity and respect, GKS has been continuing to respond very broadly to both the needs of the community and funding interest of donors. As a result, the activity of this organization is now expanded in 27 Upazila under Sirajgonj, Pabna, Natore, Naogaon and Bogra districts. There are currently around 50,000 families are now benefitting from GKS Projects. However GKS is working under 4 strategic areas which are Food Security & Livelihoods, Human Rights & Good Governance, Environment & Disaster and Human Resource Development.
Under the financial assistance from Oxfam, Gono Kalyan Sangstha - GKS has been implementing a 9 months project titled ‘May be Tomorrow: Prevention of Child Marriage and Unwanted Pregnancy’ (PCMUP) from April 2015 to December 2015in two districts; Sirajgonj and Chapai Nawabgonj in partnership with ASSEDO and WeCan. It is focusing on the rights of child against child marriage and protection of them against unwanted pregnancy.
               
The said project is working under the area of Human Rights & Good Governance of GKS which aims to establish child rights and to enhance governance regarding child marriage and unwanted pregnancy issue in the project areas. It is working for ensuring a better life of the adolescent girls and women, adolescent empowerment and making leadership among them. It will work for raising awareness in the family as well as community to stop child marriage. For any project, it is necessary to have the basic information before implementation in the field. The information in turn will provide the benchmark for the project evaluation in future. Considering above facts, GKS plans to carryout Baseline Surveys (BLS) in these project districts.               

2. Objectives of the Project

The objectives of the project are

  • Awareness raising of the school going and out-school Children and adolescents on the issue of child marriage and unwanted pregnancy.
  • Children’s voice will be raised to protect child marriage through different campaigning program.
  • Child marriage will be stopped through sensitizing the leaders like Imam, local elites and politicians as well as mobilizing community watch leader groups and student volunteer groups.
  • Establishing a referral system with legal and clinical service provider and giving Economic and livelihood training and business support for girls’ community volunteer groups.

3. Target Groups and Coverage of the project:

  • The target group of this project will consist of school going students, teachers, parents, child voluntary groups, community watch leader groups, girls’ volunteer groups and others community leader like Imam, local elites, politicians etc.
  • The project will cover a total of 40 schools.
  • There will be 40 community watch leader group and 40 students voluntary group.
  • 200 teacher, 1800 community leader and 120 community volunteer will be trained under this project.
  • Each organization will cover 2 districts in which GKS will work with 4 unions and Assedo will work with 2 unions.

4. Expected Results:

  • Rate of child marriage and unwanted pregnancy in working and control areas.
  • Numbers of youth children between the age limit of 10- 19 in the project areas.
  • Reasons/factors and effects of child marriage.
  • Steps to prevent child marriage and unwanted pregnancy.
  • Direction for the development of future project.

5. The Assignment: Baseline Survey

Under the aforementioned project, Oxfam, GKS, ASSEDO and WeCan have been implementing the project titled May be Tomorrow: Prevention of Child Marriage and Unwanted Pregnancy in Bangladesh in the country context. There are so many major activities in each output in this project. One is to train 200 teacher (4 teacher from each school along with headmaster so it will cover 40 schools *5=200) on the risk and awareness on child marriage and unwanted pregnancy who are in the next will conduct monthly awareness session in school. Another is organizing 2 cultural team to perform awareness raising cultural program. The project is implementing   in 6 unions of 2 districts of Bangladesh: Sirajganj and Chapai Nawabganj. The vulnerable child among the beneficiaries will be benefited from the project if any child marriage happened further. The project will also mobilize student voluntary groups, community watch leader groups etc. GKS and its PNGOs and donor felt that for the successful implementation and evaluation of the project a base line survey is essential to keep record of the present situation of the target area. A consultant will be assigned to do the initial situation analysis of the target groups as well as the community. At the end of the project a consultant will be also hired for end line survey and finally analyzing both the base line and end line data an evaluation of the project will be done considering the output and outcome of the project.

i. Main objective of the baseline survey:

The objective of this survey is to situation analysis of the project areas on child marriage and unwanted pregnancy as well as to identify the interventions for future program.

  • Understand the context and situation of child marriage and child pregnancy.
  • Role of the different stakeholders.
  • Support linkages and service mapping.

Commencement of services: 7th June, 2015

ii. Expiration of contracts: 30th June, 2015

iii. Responsibilities:

The consultant will be primarily responsible to:

  • Develop/Design Baseline study including questionnaire and checklist for study in consultation with GKS and Oxfam.
  • Discuss with project team about effectiveness of questionnaire, checklists and other tools to be used, collect feedback and finalize.
  • Visit target beneficiaries of the respective PNGOs and collect the relevant information as per developed format.
  • Costs related to these activities will be borne by the consultant/consulting firm.
  • Ensure the quality of information collected from fields, cross check with the validity of information where needed.
  • Develop soft copy of the data collected from the field.
  • Analyze data by using suitable software.
  • Develop report based on the data.

iv. Deliverables Output

The final output expected from the consultancy is Baseline Survey Report which consist of:

  • Two separate final baseline reports of project districts (Sirajgonj and Chapai Nawabganj) (Hard and soft copy).
  • A compiled version of baseline report (Hard and soft copy).
  • Softcopy of the baseline data format and database of all two districts.

v. Action Plan

The field work must be completed before 25th June. And the final report should be submitted by 15th July, 2015. Please submit the detail timeframe (gantt chart) of your activity plan for his consultancy work. The following activities should be considered necessarily in the timeframe

vi. Proposal Submission check list:

vii. The consultants should have the following areas of expertise:
  • In-depth Knowledge on Gender issues, women’s empowerment and child marriage unwanted pregnancy in Bangladesh.
  • Experience of carrying out/leading baseline of gender & human rights.
  • Field level activities.
  • Quantitative and Qualitative research skills, Analytical and Reporting skills.

viii. Consultation Fee and Payment Schedule
Consultation Fee: Consultation fee will be based on the approval of financial proposal including Tax &Vat (Tax & VAT will be deducted at source by GKS as per government rules and regulation).
