GMark Consulting Limited is a dynamic private consulting firm supporting government agency, local and international NGOs, donors, project and private sector organization in the field of socio-economic development of Bangladesh.

Currently, GMark is looking for experts in the field of Trade and Private Sector Policy Development for its collaboration with a UK based consulting firm as a cooperation partner for EU Framework Contracts. EuropeAid Cooperation Office has designed this project as a tool to provide short-term technical assistance to assignments covering a range of project cycle operations in Bangladesh.

Experts Wanted

Common Expertise:

  • Applicants with at least 12 years of work experience on trade sector policy issues
  • Oversee all stages of project cycle including designing and implementation
  • Evaluate grant proposals, ex-ante, interim, ex-post etc. and monitor progress of field team
  • Prepare Terms of Reference (services) and technical annexes (works, supplies) and evaluate offers (procurement)
  • (Cross-) sectoral policy analysis and reforms and public financial management
  • Legislation, regulations and law enforcement
  • Undertake awareness, training and research programs to develop institutional capacity 

Specific Skills for Trade Expert:

  • Trade policy development and reform / Support to trade negotiations and trade facilitation / customs
  • Regional economic integration – support to establishment of customs unions
  • Conformity assessment and support to producers (accreditation, certification and testing laboratories) covering Sanitary and Phytosanitary issues / Technical barriers to trade
  • Metrology, Market analysis / strategy development and Competition policy
  • Intellectual property (industrial property, copyright / related rights)
  • Trade defense instruments / dispute settlement / transparency and government procurement and promotion. Trade in Services and trade and environment

Specific Skills for Private Sector Expert:

  • Private sector development policy (in textile, mining, pharmaceutical industry, agriculture, tourism etc.) and reform industrial policy, including Public-Private Partnership
  • Investment promotion (domestic and foreign) and regulatory reform for improving business environment. Corporate governance issues (including corporate social responsibility)
  • Small and Medium enterprises (SME) support (advisory services for management, production, technology, research & development, marketing, partnership, export promotion, financing, human resources incl. gender issue, training, environmental impact, production quality, etc.)
  • Commercial banking, inclusive financial services to small, medium and micro-enterprises (credit lines, equity, guarantees, micro-credit) and financial sector regulation
  • Supporting professional associations, decentralized advisory agencies, local consultancy strengthening, Chambers of Commerce, European Information Correspondence Centres (EICC) etc.

Required Qualification/Experience for the Experts:

  • Graduate degree, an expertise in trade and economic policies is required
