Expression of Interest

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

This specific assignment is part of the implementation of a project called “Social protection for workers in Bangladesh’s textile and leather sector” commissioned by BMZ. The project will be supporting the Ministry of Labour and Employment (MoLE) in the implementation of the digital solution for the Central Fund and Bangladesh Labour Welfare Foundation. This will contribute towards digitization and resulting automated system will increase efficiency, productivity, lower operational costs. The opensource platform, OpenIMIS shall be used for this purpose. With the aim of developing a healthy community of developers, GIZ shall organize a developer’s workshop with up to 10 IT firms from Bangladesh. In this regard, GIZ is seeking interest from local IT firms for who would be able to participate in a 5-day developer workshop. Each firm shall engage three persons for attending the workshop.

GIZ invites Expression of Interest (EOI) from reputable Bangladeshi firms/consortiums with experience in design, develop and implementing the digital driven solution for the public sector. As a first step, the firms must submit documents proving the following minimum qualifications:

  1. Minimum 8 years’ experience in ICT business as a registered company/entity in Bangladesh.
  2. Minimum 07 (seven) years’ solid practical experience in developing web-based enterprise solution and mobile app development using open source-Backend Components (based on Python/Django), Frontend Components (based on Javascript/React) or on any other latest web development framework.
  3. Working experience and at least 03 (three) successful project implementations with the Government/International Organization.
  4. Valid membership documents of BASIS.
  5. Business Licenses – Registration Papers, Tax Payment Certification, etc.
  6. Provide 03 (three) years latest audited financial statement – income statement and balance sheet to indicate its financial stability, liquidity, credit standing.
  7. EUR 400,000.00 (four hundred thousand) as minimum annual turnover for the last 03 (three) consecutive years.
  8. At least 03 (three) reference projects (the agreement or contract of the reference project is sufficient) with a minimum value of EUR 250,000.00 (two hundred fifty thousand) equivalent within last 03 (three) years.
  9. Average 50 (Fifty) number of employees and managers for the past 03 (three) calendar years.
  10. Experience in running large-scale secure solution for the online registration, service digitalization, e-filing, public Workflow Management is a must.
  11. Willing to assign a system analyst/project manager along with two (02) backend and two (02) frontend developers for a five-day training which is planned in July 2024. Objective of this training to provide orientation to the developers about the openIMIS components including backend components (Python/Django), frontend components (JavaScript/React), Docker, database and others technical components. 
  12. Required to submit the CV of the System analyst/project manager along with two (02) backend and two (02) frontend developers experienced in Python/Django, Javascript/React, Database PostgreSQL or Database MSSQL, Docker-compose script, Web Services, API etc.  

Firms who meet the pre-requisite qualifications will be requested to send participants for the workshop Interested firms/consortiums with relevant and proven experience shall submit documents proving the minimum qualification as mentioned above, latest by 05.00 pm on 15th May 2024 in email: contract-tcbd@giz.de. The email subject line must be “EOI - Digitalization of Central fund and Bangladesh Labour Welfare Foundation -Your Company/Consortium Name”.
