The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shape a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing technical cooperation projects in the areas of energy, climate change, textile, and human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
This specific assignment is part of the implementation of a project called “Sustainability in the Textile and Leather Sector” (STILE) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) with the Ministry of Commerce. The project's overall objective is to strengthen public and private sector actors’ capacity to fulfil their mandate and responsibilities to ensure compliance with social, environmental and economic standards to facilitate sustainability in Bangladesh's textile garment and leather sectors.
Through a government-funded project, DIFE under the Ministry of Labour and Employment has successfully established the National Occupational Safety and Health Training and Research Institute (NOSHTRI) 's physical infrastructure in Rajshahi. The main objective of NOSHTRI is to provide quality training and research on occupational safety and health (OSH) issues for various sectors in Bangladesh. NOSHTRI is expected to play a vital role in enhancing the OSH awareness and capacity of workers, employers, managers, supervisors, inspectors, trainers, researchers, and policymakers in Bangladesh. It will also contribute to the sustainable development goals of the country. The 5 stored academic facility of NOSHTRI comprises classrooms and specialised laboratories dedicated to addressing distinct health and safety concerns. The STILE project is actively collaborating with DIFE not only in the establishment of NOSHTRI but also to ensure the functionality and effectiveness of these specialised laboratories. To achieve this a few laboratory equipment needs to be placed at NOSHTRI to optimize exceptional and superior learning experience. GIZ seeks to engage a reputed vendor for the procurement of laboratory equipment for NOSHTRI.

For this purpose, GIZ is seeking Expressions of Interest (EOI) from a reputed vendor for the procurement of
laboratory equipment for NOSHTRI who will purchase the equipment as per the given specification, deliver that equipment to NOSHTRI, Rajshahi, install and set that equipment as per layout and feedback from DIFE/NOSHTRI as it deems fit and proper. The reputed vendor will provide an inclusive cost estimate needed for the procurement, and delivery of equipment to NOSHTRI, Rashahi, installation and set up as well. The minimum qualification can be determined by the following:
1. Proven track record of supplying and installing similar laboratory equipment within Bangladesh.
2. Strong understanding of the specific laboratory equipment.
3. Proven adherence to health and safety regulations for laboratory equipment installation.
4. Qualified and experienced technical staff for equipment installation, commissioning, and after-sales support, if required.
5. Competitive and transparent pricing proposal for all services outlined in this EoI.
6. Clear breakdown of costs and contingency plans.
7. Competent in working independently and collaborating effectively with the GIZ team and other stakeholders.
8. Business licenses – registration papers, TIN Certificate, tax payment certification, BIN certificate etc.
9. Strong financial standing demonstrated through audited financial statements.
