A. Responsibilities
The position holder is responsible for:
- managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- advise supervisor on all task when implementing GIZ rules and regulation
- advise supervisor in the field of project's planning, steering and monitoring
- independently implement goals and requirements set by the line manager
- make decisions which have a short-term effect within a limited project area/ unit
- assist supervisor to identify day to day problem and suggest appropriate solution
B. Tasks
1. Core scope of tasks
The position holder will be responsible for Research and Technical Support:
- Serve as an expert on legal issues related to the criminal justice system
- Provide support to the management and other team to formulate evidence-based advocacy strategies based on Justice Audit and other sources
- Conduct content analysis of relevant laws and policy frameworks and provide analysis and explanation to the respective project team, when and where necessary
- Conduct gap analysis for criminal justice system
- Provide support and explanation on legal issues for training courses and capacity building program
- Assist and coordinate with national and international consultants, build bridge with research firms/academics to explore intervention areas for justice reform
2. Core scope of tasks
The position holder will be responsible for Management, Coordination and implementation:
- Provide necessary support in maintaining strong liaison and coordination with government agencies, stakeholders GIZ office, program support unit and other components of the project
- Provide technical support in designing, organizing and facilitating various events like workshops, meetings, seminars, conferences, and both national and local levels
- Assist in developing relevant strategies and work plan to meet the objectives of the project and contribute to development and implementation of project activities for reforming the criminal justice system
- Assist in building the network of different stakeholders, including but not limited to, legal aid organization and different actors in the criminal justice system
- Provide support with necessary information, documents, reports
- Represent the project at meetings, workshops and seminars with other stakeholders for effective dialogue and advocacy as required
- Visit project districts and provide law-related inputs and support to the District Focal Person while conducting research, data collection and analysis and carrying out project activities
- Coordinate with justice institutions and relevant local level public institutions for smooth implementation of project activities including the Justice Audit
3. Core scope of tasks
The position holder will be responsible for Reporting, Documentation and Knowledge Management:
- Assist in preparing presentations, concept notes, write ups and articles related to the justice system in Bangladesh
- Provide support to and coordinate with the team members in drafting letters, assist in preparation for organizing project steering committee meeting, project advisory committee meeting and documenting the meeting process
- Compile relevant information for collaborative activities and missions and contribute to knowledge transformation
- Contribute to documenting project result and process and prepare reports/documents for various users including GIZ and ministries
4. Other duties/additional tasks
The position holder will be responsible for:
- Contribute in project activities and any other tasks as required
- Undertake further job-related training to his/her position and duties, if required. Specific training needs shall be identified and appropriate programs selected jointly with OP lead and/or designated project team member
- Any other duties assigned by supervisor
C. Required qualifications, competences and experience
Professionalism – a solid background in project work and ability to work autonomously, take initiatives and be pro-active. Conscientious and efficient in meeting commitments, observing deadlines and achieving results.
Communication – strong analytical and communication (spoken, written, presentational) skills, including ability to summarise and clearly present complex issues, as well as to support a fruitful dialogue with Government and Civil society, conducive to the implementation of the programme. Demonstrated skills in communicating with people from different backgrounds.
Team work – strong ability to work in a team and be supportive to others’ efforts and work.
Academic Qualifications
Professional experience
- Minimum 3-5 years practicing experience as Advocate
- Enrolment with the Bangladesh BAR Council
- Minimum 3-5 years of experience in legal research and advocacy and/or working in legal based development organization
- Having working experience in bi-lateral technical organizations; working with the Government agency will be an added advantage
- Experience in reporting and documentation in both Bengali and English
- Having publication in either academic journal/newspaper will be considered as an added value
Other knowledge, additional competences
- Knowledge and understanding of the criminal justice sector, especially the local justice system (e.g. village court, arbitration, mediation etc.)
- Strong communication and inter-personal skills
- Strong writing, reporting, and documentation skills in both Bangla and English
- Proven ability in self-organization, to work under pressure and deliver on time
- Proven ability to work as a team member
- Proven commitment to gender equality and disability
- Excellent command on MS-Office, Power Point and Bangla and English compose
- Good working knowledge of modern telecommunication system
- Language- English, Bangla
