For the team of our Sundarbans Management Project, SMP, we seek applications from suitable candidates for the position of “Co-Management Advisor”.

Contract Duration till: Initially 3 months with a possibility of further extension for 1 year based on project need

Support to the management of Sundarbans Mangrove Forests (SMP II) is a follow-on project of the Sundarbans Management Project (SMP) will be implemented from May 2019 – April 2022. The SMP II project has three outputs: 1. co-management, 2. conservation law enforcement and wildlife monitoring - SMART, 3. ecological monitoring. The Co-management Advisor is focusing on ensuring proper implementation of activities regarding capacity development of co-management organisations and Bangladesh Forest Department (BFD)‘s frontline staffs in the areas of co-management .

The Co-management Advisor works under the direct supervision of the GIZ Senior Technical Advisor in Khulna and proper communication and alignment with the Bangladesh Forest Department (BFD), and implementing partners of SMP II in the field of co-management. His/her disciplinary supervision will be the Principal Advisor of SMP II.

The Co-management Advisor is the direct contact point for the co-management organisations and implementing partners of SMP II in the area of co-management (under output 1).

A.  Responsibilities:

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • advise supervisor on all task when implementing GIZ rules and regulation
  • advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • make decisions which have a short-term effect within a limited project area/ unit
  • assist supervisor to identify day to day problem and suggest appropriate solution  

Within this context, Senior Advisor fulfils the following tasks:

B.  Task :
           
The position holder is responsible for:

  • Ensure proper implementation and technical backstopping of local subsidy contract with implementing partners of SMP II on co-management  
  • Ensure that implementation by the contracted partners and their field staff is done in accordance with the concept laid down in SMP’s “Capacity Development for Sundarbans’ Village Conservation Fora and Peoples Fora, with a special focus on resource users and women” as well as in line with the recommendations of the ‘governance assessment’ and the ‘assessment of the functionality of CMOs’ and oteh relevant strategic documents
  • Advise contracted partners on maintaining GIZ’s Code of Conduct during implementation and ensure compliance
  • Ensure implementation and necessary backstopping of capacity development activities for BFD front line staff on co-management  
  • Provide advisory services on co-management and general support to the GIZ Senior Technical Advisor in Khulna and the Principal Advisor in Dhaka for achieving SMP II’s objectives
  • Support SMP II’s work regarding monitoring and reporting of its activities around the Sundarbans to different agencies
  • Ensure proper documentation of project’s lessons learnt regarding the implementation of co-management around the Sundarbans and ensure feedback into SMP’s capacity development approach on co-management
  • Technical backstopping of contracted implementing partners for further strengthening of co-management organisations (VCF, PF & CMC), resource user groups and women groups, specifically regularly follow up the activities of the field officers in Chadpai and Saronkhola Range such as:
    • Strengthening of VCF and PF in line with resource users’ empowerment,
    • Management of Resource User Groups, Management of Women Groups,
    • Mentoring/ coaching sessions with VCF, RUG, WG leaders,
    • Organization of awareness raising sessions during regular meetings of VCF, RUG and WG,
  • Developing different technical papers and concept notes, implementation guidelines/modalities etc. as required
  • Guide contracting partner in organizing awareness raising sessions on best practices and rules and regulations associated with harvesting fishery resources in the Sundarbans
  • Guide contracting partner in extending further capacity development support to co-management committees (CMCs) around the Sundarbans and enhance coordination and communications among different CMCs active in the Sundarbans region
  • Guide contracting partner in supporting the linkage development of different co-management tiers with external service providing agencies
  • Following up on capacity development measures of BFD with regard to co-management
  • Further development of the concept on capacity development for the BFD frontline staffs on co-management feeding in lessons learnt from the experiences so far
  • Reviewing and supporting the reporting and monitoring by contracted implementing partners and assuring quality of reports submitted to GIZ
  • Conduct field trips to Mongla and the communities along the periphery of the Sundarbans on need basis.
  • Support to organising project visits by Government delegations or other high-profile visitors to SMP’s intervention area with regard to co-management 

Other duties/ additional tasks:

  • Fulfil other tasks as required
  • Undertakes further job training related to the position and duties, if required

C.  Qualification and competencies / experiences

Formal education

  • Masters/MSc in forestry or natural resource management

Professional experience

  • Minimum 3 years’ professional experience in the area of (participatory) management of natural resources, including working experience in the capacity development of grassroot co-management organizations with particular emphasis on resource users and women empowerment in and around the Sundarbans Mangrove Forest
  • Experience in working with the Bangladesh Forest Department
  • Experience in working with German development cooperation

Other knowledge, additional competences

  • In-depth knowledge of the Bangladesh forestry laws and regulatory framework for implementing co-management around protected areas
  • Profound knowledge of participatory processes and planning methodologies at community level and related capacity development for community level representative groups
  • Good understanding of capacity development for the BFD front line staff for implementing co-management
  • Fluency in English and Bangla and good writing skills in both languages.
  •  Excellent command of MS-Office, Intranet, internet, data bank software, etc.
  • Good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet and IT software).
  • Excellent communication and satisfactory administrative skills.
  • Ability to work in an international team and stressful environment.
  • Willingness to learn from other team members and consultants.
  • Familiarity with development cooperation, bilateral or multilateral organizations and especially with GIZ related procedures.
  • Works well under pressure and is a strong team player.
  • Independent, highly motivated staff member who is willing to learn, and is open and flexible in an international work context.
  • Willingness to participate in field works at the local/suburban level.
  • High social sensibility and empathy.
