A. Responsibilities

The Accounts Officer provides support in

  • dealing with all questions arising in the areas of arranging, locating and facilitate payments
  • identifying relevant problems and issues and assisting in formulating implementation-oriented solutions
  • effectively coordinating with the staff of the finance team at project locations and the office
  • ensuring data entries in Winpaccs and archiving the vouchers in line with GIZ guideline
  • managing knowledge by disseminating and documenting know-how, experience and information

The accounting junior professional performs the following tasks:

B. Tasks

1. Accounting and Financial services

The accounts officer

  • ensures daily data entries in Winpaccs cash and bank book
  • reviews the local subsidy related bills and vouchers and financing agreement related financial statements
  • monitors and manages financial administration; i.e. arranging and facilitating payments and confirming vouchers 
  • accountable for money in- and outflows from the respective bank and performs monthly bank reconciliations
  • supports in monitoring real accounts (payables, receivables); i.e local obligo management  and reports regularly
  • supports in financial monitoring of the projects (eg. monthly cost and expenditure reports)
  • archives the vouchers in line with GIZ financial and accounting guideline
  • assists in financial planning and budget process as needed
  • tax and VAT calculation, preparing challans and making documents ready for payment to government treasury

2. Internal control

The accounts officer

  • is involved in drawing up the annual internal controlling schedule (as per relevant checklists) and reports
  • is involved in following up the observations with projects against set/agreed timeline

3. General services

The accounts officer

  • bills/processes overtime applications from project/programme staff
  • processes settlements of applications for the reimbursement of project travel expenses
  • cross-checks the fee schedule for (national) individual appraisers/firms in accordance with updated remuneration grid

4. Other duties/additional tasks

The accounts officer

  • reports all problems related to accounting, financial administration and/or compliance without delay
  • participates in project and finance team meetings to understand their needs to be able to provide support
  • supports the branch office tax and VAT compliance mechanism.
  • performs other duties and tasks at the request of management

C. Required qualifications, competences and experience

Qualifications

  • Master’s degree in accounting or finance. Chartered accountancy articleship completed from a reputed firm or related comparable degree will be an added advantage

Professional experience

  • at least 2-3 years professional working experience in a similar position

Other knowledge, additional competences

  • in-depth knowledge and practical experiences with accounting software (e.g. Winpaccs, SAP)
  • good working knowledge of ITC technologies (related software, phone, fax, email, internet) and computer applications (e.g. MS Office)
  • excellent understanding of accounting and financial operations (bills and voucher checking, payment processing, planning)
  • excellent interpersonal and communication skills
  • very good written and spoken English and Bangla language skills
  • Willingness to upskill as required by the tasks to be performed – training measures to be agreed upon with management
