A. Responsibilities

The position holder is responsible for:

  • Independent management and maintenance of policies and procedures for the recording, indexing, filing, and retrieving of active documents and the storage of inactive documents;
  • Assist in developing a work plan for the records management function and review, evaluate, and  recommend on activities, methods, procedures, and policies;
  • Support to create, maintain, retrieve, protect, and retain all records in accordance with project activities
  • Ensure effective gathering, recording and analyzing of data in order to produce quality information and timely reports to inform all internal and external project stakeholders
  • Implement quality assurance policies, procedures and standards
  • Analyze data to identify areas for improvement in the quality system
  • Develop, recommend and monitor corrective and preventive actions
  • Responsible for document management systems

In this context, the position holder fulfils the following tasks:

1. Core scope of tasks

Quality Assurance and reporting

Based on a M&E system developed by the programme, the Performance (M&E) Officer will: 

  • Guide PNGOs in preparing their progress reports together with them and the relevant team members, analyse the reports in terms of problems and actions needed
  • Collate, organize, analyze and manage the data gathered from the PNGOs
  • Monitor media and other information sources for data collection
  • Prepare consolidated monthly reports which are measuring progress against particular outputs, to inform about project development for future planning
  • Evaluate adequacy of quality assurance standards
  • Devise sampling procedures and directions for recording and reporting the quality of data
  • Review the implementation and efficiency of quality of the inspection systems
  • Ensure gender and disability mainstreaming as relevant in community interventions
  • Identify of training needs and organizing training interventions to meet quality standards


  • Ensure a good communication flow between the main programme actors
  • Prepare reports to communicate outcomes of quality activities
  • Provide desktop services to support the Head of Performance Unit while he/she is in the field - liaising with the PNGOs facilitating training or monitoring   
  • Undertake regular field visits with the teams of other components to support implementation of M&E and propose changes deemed necessary
  • Assist preparation and implementation of workshops, seminars, and other events on subjects that are related to the programme’s field of activities
  • Develop and organise quality assurance mechanisms and proposes necessary changes, improvements, and initiatives
  • Follow-up on project progress, review reports and documents concerning the progress of collaborative programmes, determine bottlenecks and recommend alternative courses of management action to the Lead of performance unit.

Knowledge Management and Information sharing

  • Compile information about data management and ensure knowledge transfer
  • Develop graphs, reports and presentations of the achieved results
  • Support research and study activities on policy topics that will benefit collaborative programs
  • Based on the information and data gathered by the programme, produce, circulate, and disseminate relevant information to assist community-based  justice processes
  • Develop regular reporting formats  and contribute to the reports submitted to the programme, donors and relevant stakeholders
  • Document internal monitoring and other quality assurance activities

2. Other duties/additional tasks

The position holder

  • Contributes to other project activities and any other tasks as required.
  • Undertakes further job related training to the position and duties, if required. Specific training needs shall be identified and appropriate programs selected together with the line management.

C. Required qualifications, competences and experience

Professionalism – a solid background in project work and ability to work autonomously, take initiatives and be pro-active. Should be conscientious and efficient in meeting commitments, observing deadlines and achieving results.
Communication – strong analytical and communication (spoken, written, presentational) skills, including ability to summarise and clearly present complex issues, as well as to support a fruitful dialogue with Government and Civil society, conducive to the implementation of the programme. Fluent in English and Bangla.

Team work – strong ability to work in a team and be supportive to others’ efforts and work


  • Minimum bachelor degree in Statistics/Social Science/Management of Information Systems
  • Job specific training will be an added advantage

Professional experience

  • Minimum 5 years proven track record in oversight and support to the management of project information and data, including experience in participatory monitoring tools
  • Familiarity with donor programmes/the development sector in Bangladesh

Other knowledge, additional competences

  • Strong knowledge of Microsoft Office, especially Excel, Access, SPSS and other statistical software.
  • Strong report writing skills to clearly articulate the issues of interest which will be communicated to the decision makers to inform policy development
  • Strong interpersonal and diplomatic skills to establish and maintain a fruitful dialogue with Government and Civil society, conducive to the implementation of the programme
  • Strong organizational skills
  • Self-starter/pro-active
