Selection of a National Consulting Firm to design and implement Communication and Visibility Plan of Urban Management of Migration and Livelihood (UMML), UMIMCC II

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an International cooperation enterprise owned by the Government of the Federal Republic of Germany for sustainable development with worldwide operation.

The proposed project builds on the findings and the common analysis arising from a joint European Union (EU)–UK’s Department for International Development (DFID) Design / Identification mission, which involved multi-sectoral expertise, lessons learned from recent extreme poverty programmes with specific contributions from the Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on urban and migration linkages and extensive consultations with Government of Bangladesh (GoB) agencies as well as key stakeholders. The resulting assumption is that the eradication of poverty in Bangladesh requires the exploration of a new "transformational approach" going beyond the traditional poverty graduation models in Bangladesh, which have had limited success and fallen short of connecting the poor to government services and the economy in the long-term.

The project is set within a larger joint program co-financed between EU and German Ministry for Economic Cooperation and Development (BMZ), which aims at creating resilient livelihood options in Bangladesh. It is one component within the programme and intends to contribute to the creation of sustained pathways out of poverty in most vulnerable areas through simultaneous investments in livelihoods and social security for long-term resilience. It adopts a "push-pull" strategy that helps poor people move towards diversified livelihood opportunities, whilst creating demand or pulling people into the formal economy and democratic system via private sector value chains and markets, and access to institutional services and governance processes. The project also contributes to minimise impacts of forced climate displacement and internal/cross-border migration, including specific targeted interventions for the reintegration of returnees from the EU. Crucially, the project adopts a partnership model coordinating a variety of government and non-government actors working at different layers of society to achieve better and more sustainable programme results.

The Team of Consultants will have to design and produce communication materials on different events to focus on the activities, achievements and impact of the actions in line with the interventions of the projects and indicators.

The Terms of Reference (ToR) is to be collected by email: contract-bangladesh@giz.de from GIZ Contract, Procurement and IT Unit with the subject line “Implement Communication and Visibility Plan of “Urban Management of Migration and Livelihood (UMML), Urban Management of Internal Migration due to Climate Change (UMIMCC) ".

The EOI along with cover letter, technical and financial proposal and relevant documents, according to ToR, shall have to be submitted by 03:00 PM / 15:00 hrs. local time on or before 1st August 2018, at GIZ Contract, Procurement and IT Unit, GIZ Office Dhaka, Bangladesh. The subject shall bear the mark 83294650:Implement  Communication  and Visibility  Plan ”.

Please note that GIZ has the right to accept or reject any or all of the Proposals or may correct, modify or rectify discrepancy, if any, in the EOI without assigning any reason or what so ever.
