INVITATION OF EXPRESSION OF INTEREST (EOI) FROM INDIVIDUAL CONSULTANTS

The Bangladesh Field Support Services Project (FSSP) has been designed to support Canada’s development assistance programming in Bangladesh. The FSSP provides a range of services in support of Global Affairs Canada’s (GAC) development programming in Bangladesh including procurement, financial, administrative and logistical services as well as support to GAC development initiatives in Bangladesh. The FSSP is managed by Frannan International Limited and is based in Dhaka. To provide technical advice & support to GAC development programming in Bangladesh, the FSSP is looking for the eligible Technical Specialists (Consultants), Dhaka based (unless otherwise specified), to fill up the following positions:

1. Education Technical Specialist (01 position)

The Technical Specialist will provide technical advice and support to GAC programs and projects in the Education Sector in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development results in Bangladesh, particularly for girls and women. Responsibilities will include collecting and analyzing research data on Bangladesh’s education sector; in-depth review of development program documents related to Bangladesh’s education sector; providing written analysis and strategic advice on emerging  education issues and challenges in the country; advising the CHC development program team on programming opportunities; networking with a range of stakeholders; participating in Education donor consortium meetings, joint consultation meetings, joint annual review missions, thematic reviews and mid-term reviews; participating in developing and implementing development initiatives in the Education Sector; providing technical assistance to incoming missions from Canada and relevant advisory services to CHC as and when required. Estimated level of effort up to 200 days per year.

Education: Master’s degree in Education or relevant discipline.

Experience: A minimum of 10 years of professional work experience as a technical expert or advisor in Education or relevant field, of which at least 5 years are in relation to international development work in developing countries, preferably in Bangladesh.  Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. is desirable.

2. Gender Equality Technical Specialist (01 position)

The Technical Specialist will provide technical advice and support to GAC programs and projects in the area of gender equality and women’s empowerment, as per Canada’s Feminist International Assistance Policy, in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development results. Responsibilities will include collecting and analyzing research data on women’s rights; assessing relevant local institutional capacity toward gender equality and women’s empowerment; providing analysis on gender equality policies and strategies; networking with relevant GOB officials, civil society organizations and other stakeholders; contributing to GAC’s activities including conferences, study visits, seminars and workshops; analyzing related project proposals and program documents; providing technical assistance to incoming missions from Canada and relevant advisory services as and when required. Estimated level of effort up to 200 days per year.

Education: Master’s degree in women and gender studies or other  relevant discipline of social sciences.

Experience: A minimum of 10 years of professional work experience as a technical expert and advisor on women and gender issues, of which at least 5 years are in relation to international development work in Bangladesh. Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. is desirable.

3. Health Technical Specialist (01 position)

The Technical Specialist will provide technical advice and support to GAC programs and projects in the Health Sector in order to ensure effective and resource efficient programming, with the ultimate goal of contributing to better development results in Bangladesh. Responsibilities will include attending health donor meetings, technical task group and consortium meetings; contributing to knowledge-building, sharing and policy dialogue; reviewing and analyzing emerging Health Sector issues and providing advice on best practices; providing written analysis and advice to CHC development team on programming opportunities, needs and entry points for action on a wide range of Health Sector issues; developing project proposals in the area of Health; integrating cross-cutting themes (Gender Equality, Environment and Governance); supporting  the Government of Canada in the monitoring, follow-up and evaluation of the MOHFW 4th HNP SWAp; providing advice to CHC Health team and assisting incoming GAC missions; providing support to FSS in identifying and maintaining a roster of local health and nutrition expertise and services. Estimated level of effort up to 220 days per year.

Education: Bachelor of Medicine-Bachelor of Surgery (MBBS), MD degree or equivalent degree or Master’s degree in Public Health.

Experience: A minimum of 10 years of professional working experience as a technical expert or advisor on health care/services, of which at least 5 years of working experience with foreign government or international organizations; experience in Public Health and monitoring development projects is an asset. Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. are desirable.

4. Public Financial Management (PFM) and Monitoring and Evaluation (M&E) Technical Specialist (01 position)

The Technical Specialist will provide technical advice and support to GAC programs and projects   in the areas of public financial management and project monitoring and evaluation, in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development results in Bangladesh. Responsibilities will include analyzing PFM policies of GOB and development partners; outlining linkages with the GAC’s policy framework, specifically FIAP, and the Bangladesh program priorities; providing analysis and advice on best practices and approaches to achieving best results and possible synergies with other programs and sectors; planning  and undertaking field missions to GAC project sites to monitor project implementation, including developing monitoring systems and tools; reporting on the findings of monitoring activities, including recommendations to improve project performance; liaising with key project partners and stakeholders; providing training, coaching and advice to program stakeholders. Estimated level of effort up to 200 days per year.

Education: Master’s or Ph.D. in Finance, Accounting, Public Administration, Business Administration, Economics, Evaluation or relevant discipline. Professional certifications like CA, CPA or CMA would be an asset.

Experience: A minimum of 10 years of professional work experience as a technical expert and advisor on PFM and M&E issues, of which at least 5 years are in relation to international development work in Bangladesh. Experience with relevant public institutions and experience in monitoring development projects is desirable.

5. Technical Specialist for TVET/Skills and Ready Made Garments (RMG) Sector  (01 position)

The Technical Specialist will provide technical support and advice to GAC programs and projects in the area of Technical and Vocational Skills and Training (TVET), Skills for Employment (SFE) and Ready Made Garments (RMG) sector in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development results in Bangladesh, particularly for girls and women. Responsibilities will include  reviewing GAC country program documents related to TVET, Skills and RMG; providing analysis and advice on best practices and approaches to achieving project results; analyzing the program activities of GOB, other donors and international organizations working in the sector; assessing the capacity of local organizations/ institutions in implementing Skills initiatives; identifying potential partners with skills expertise and/or appropriate Skills programming capacity; participating in meetings related to Canada’s TVET, RMG and Skills portfolio; reviewing technical and financial progress and audit reports;  providing assistance/advice to incoming missions and CHC when required. Estimated level of effort up to 180 days per year.

Education: Master’s or PhD degree in Social Sciences, International Development, Development Studies or relevant disciplines.

Experience: At least 10 years of work experience as a technical expert /advisor with demonstrated success in the Skills and RMG sectors; of which at least 5 years of experience is in working on policies, programming and research related to TVET/Skills and RMG; work experience in the private sector with a focus on trade, industry skills, labour market, ready-made garments (RMG) is desirable.  Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. is desirable.

6. Humanitarian Technical Specialist (01 position)

The Technical Specialist will provide technical support to GAC’s Humanitarian programming. The Humanitarian Technical Specialist will be dedicated to programming in response to humanitarian situations in Bangladesh, including the Rohingya crisis in the Cox’s Bazar area. Responsibilities will include: provide written analysis and strategic advice on emerging humanitarian issues and challenges in Bangladesh, as well as on humanitarian programming strategies and planning documents, outlining linkages with GAC’s development policy framework and GAC Bangladesh development program priorities; provide advice to the CHC humanitarian team on opportunities, needs and entry points for action on humanitarian programming, including on possible cooperation with other donors; review humanitarian project proposals and assess the capacity of local organizations and institutions in implementing humanitarian initiatives; participate in humanitarian assistance donor meetings and consultations; review humanitarian project documents and advise on the quality and integrity of information and on compliance with Bangladesh regulatory and policy framework. Estimated level of effort up to 120 days per year.

Education: Master’s degree in Development studies or a relevant discipline.

Experience: A minimum of 10 years of professional work experience in Humanitarian Assistance or a related field, of which at least 5 years are in relation to international development work in developing countries, preferably in Bangladesh. Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. is desirable.

7. Humanitarian Technical Specialist in Cox’s Bazar (Home office based in Cox’s Bazar) (01 position)

The Technical Specialist will provide technical support to GAC’s Humanitarian programming. The Humanitarian Technical Specialist will be dedicated to programming in response to humanitarian situations in Bangladesh, including the Rohingya crisis in the Cox’s Bazar area. Responsibilities will include: provide strategic advice on emerging humanitarian issues and challenges in the country, as well as on humanitarian programming strategies and planning documents; develop internal and external relationships necessary to ensure sound strategic programming choices are made; provide technical assistance to incoming missions to Cox’s Bazar; participate in humanitarian assistance meetings and consultations; and network with a broad range of humanitarian actors in Cox’s Bazar to keep informed of current developments and brief the CHC Humanitarian team as appropriate. Estimated level of effort up to 120 days per year.

Education: University degree in Development studies or a relevant discipline.

Experience: A minimum of 5 years  of professional work experience as technical expert and advisor in Humanitarian Assistance or a related field, of which at least 2 years are in relation to humanitarian assistance or international development work in developing countries, preferably in Bangladesh. Work experience in multi-disciplinary teams and with a range of stakeholder organizations such as government institutions, international organizations, donors and civil society organizations, etc. is desirable.

All candidates should have excellent command of spoken and written English and Bangla. For the Humanitarian Technical Specialists, proficiency in local languages spoken in the Cox’s Bazar area would be an asset

Successful candidates will be offered a one year contract with possibility of extension(s). Travel required. Work mostly from FSSP office, unless indicated otherwise.
