FHI 360 is the prime implementer of USAID’s Strengthening Multisectoral Nutrition Programming through Implementation Science Activity, which aims to improve nutritional practices of targeted women, children and their family members. It is an implementation science project to test and refine multisectoral nutrition approaches, interventions and service delivery mechanisms in high stunting areas of Bangladesh, with a focus on pregnant and lactating women, and children under the age of two. The project has two intermediate Results (IRs): 1) Increased availability of evidence to guide multisectoral nutrition programming implementation; and 2) Improved capacity to use evidence to inform policy and programmatic decision-making. With the leadership of FHI 360, the project will be implemented in 6 districts of Khulna and Barishal divisions by a coalition of national and international organizations.

FHI 360 is seeking qualified candidates for the following position for the USAID funded “Strengthening Multisectoral Nutrition Programming through Implementation Science Activity”.

Position Title: Technical Coordinator (6)

Khulna Division: Chuadanga, Jashore, Jhenaidah, Kushtia
Barishal Division: Barishal, Pirojpur
(Project Duration: 2018 to 2022)
Employment Type: Full-time regular position

BASIC FUNCTION:

The Technical Coordinator will lead project activities at the district level to ensure quality implementation and completion of the project according to standard operation procedures, and within the agreed implementation timeline. S/he will be responsible for the overall management and coordination between partners to deliver the project activities at the district and lower levels in a coherent manner from startup through closeout. Under the direction of the Senior Implementation Manager, s/he will facilitate the technical coordination among project partners, provide supportive supervision to relevant partners, collect and monitor data collected by partners, while ensuring management, operational and logistical requirements as per project design and operational guidelines. S/he will also act as the focal point for establishing and ensuring networking and collaboration with relevant GoB, NGOs and private sectors/vendors at district, upazila and below levels as required by the project. Her/his responsibilities include but are not limited to-

  • Ensure coordination between project partners (district/upazila team) and external stakeholders, particularly relevant GoB, NGOs and private sector service providers
  • Assist Senior Implementation Manager and technical team to conduct capacity building needs assessment of implementing partners and provide input for capacity improvement plan
  • Assist Senior Implementation Manager and technical team in organizing and conducting training for implementing partners
  • Lead field level problem solving and resolution efforts to minimize project risk, develop contingency plan and issue resolution at the field offices in consultation with the Senior Implementation Manager
  • Monitor day-to-day project implementation through periodic field visits and performance monitoring system/dashboard, and share progress through regular communications with Senior Implementation Manager
  • Ensure technical quality of project interventions as per the agreed protocol and guidelines
  • Support supervisor and project management to identify, document and manage day to day operational challenges, immediately inform his/her supervisor for immediate decision making and adjustment in operational strategies
  • Assist Senior Implementation Manager in coordinating field level implementation, and coordinate with implementing partners including coalition members to develop monthly and quarterly joint workplan with milestones and targets
  • Support field management in ensuring logistical and administrative support to all implementing partners including coalition members to ensure quality and timely delivery of project activities as per the research protocol and operational guidelines at the field level
  • Ensure implementation of GESI (Gender Equality and Social Inclusion) strategy in delivering project activities as well as establishing gender sensitive working environment
  • Build relationship with external stakeholders and ensure effective coordination and management through clear communication, collaboration and problem-solving attitude
  • Ensure project field team has a clear understanding of project/study timelines and quality metrics
  • Provide supportive supervision to the implementation field staff to ensure quality implementation of activities
  • Support the Senior Implementation Manager to maintain effective liaison with district, upazila and below level GoB authorities to support project implementation and share/disseminate project updates on a regular basis
  • Assist the Senior Implementation Manager to coordinate with external vendors/suppliers to ensure timely supplies of HFP and CCT products/resources and other logistical support required for smooth implementation
  • Support Senior Implementation Manager in drafting reports through collecting monthly and quarterly project reports/updates from all implementing partners and coalition members from the assigned area
  • Monitor data collected from all partners at district level, perform quality review before submission to Senior Implementation Manager
  • Mentor and monitor partners’ information and knowledge management system to fulfill data quality assurance protocol 
  • Support research teams, in coordination with local stakeholders and partners, to facilitate study implementation and ensure activities comply with protocols

 Applied Knowledge & Skills:

  • Master’s Degree or its international equivalent in Social Sciences, International Development, Development Studies, Public Health or related field
  • Possesses sound interpersonal skills, ability to adapt with changing situations, and gender sensitive work environment
  • Strong written and verbal communication skills in Bangla and English
  • Sensitivity to cultural differences and understanding of the political and ethical issues
  • Able to articulate and communicate with partners and external stakeholders in a clear, positive and concise manner
  • Proficiency in Microsoft Office, and spreadsheets
  • Knowledge and experience in monitoring and evaluation to ensure operationalizing an effective monitoring system

Experience:

  • A minimum of 3 years of proven experience in project management, possessing the knowledge, skills, and abilities to perform this job
  • Prior working experience with research activities, including survey implementation is desirable
  • Prior working experience in partnership management in a consortium environment is desirable 
  • Experience in day to day monitoring using digital platform and supportive supervision is highly desirable
  • Prior experience working with GoB and NGOs
  • Able to effectively prioritizes activities, assess workload of project team members and plan for timely accomplishment

Problem Solving & Impact:
In consultation with the Senior Implementation Manager

  • The Technical Coordinator needs to solve problems and operational constraints of the project by analysing and exploring both internal and external environments and routinely report these to the Senior Implementation Manager
  • The Technical Coordinator needs to understand and implement protocols and processes for smooth implementation of the activities and influences other parties as per project guidelines
  • The Technical Coordinator works closely and consults with the Senior Implementation Manager on all important field-based initiatives under the project.

Supervision Given/Received:

  • Reports to Senior Implementation Manager and does not have any direct report
  • Routine coordination with all employees, in the project office and the country office 
  • Expected to work well with others; develop and maintain compatibility among project staff and colleagues across projects, sub awardees, consultants and recipients of assistance. 

Technology to be used:

  • Personal computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices as required.

Travel Requirements:

  • Approximate 60% to 70%

Typical Physical Demands:  

  • The position is based at District/upazila level of Khulna/Barishal Division
  • Typical office environment with frequent field visits using available public/local transport
  • Ability to sit and stand for extended periods of time.
