The FAO Representation in Bangladesh is inviting applications of qualified and experienced candidates for the following position to be filled under the Project OSRO/BGD/802/NET - SAFE PLUS: Strengthening of Market Linkages and Technical Capacity for Agricultural Groups to promote income generation in Cox`s Bazar The Incumbent will be recruited as National Project Personnel:

Position: National GIS Officer

Under the overall supervision of the FAO Representative in Bangladesh and direct supervision of the Assistant FAO Representative (Programme), the incumbent will support the implementation of projects activities.

Duties and Responsibilities:

  • Provide technical assistance and support in the areas of GIS, mapping and Remote Sensing analysis.
  • Coordinate the implementation of GIS/RS related trainings.
  • Prepare an index map of available satellite images, analyse images to detect change of forest cover and prepare activity map depending on the assessment.
  • Contribute to the Livelihood Technical Working Group partner tracking database and partner mapping and analysis.
  • Provide GIS support to the Energy and Environment Technical Working groups for the mapping and analysis of interventions in this sector.
  • Prepare map on the targeted watershed areas of Cox’s Bazaar and develop model for landslides vulnerability.
  • Work with the relevant International and National consultants to reinforce the Forest Department and Department of Agricultural Extension in strengthening the specialized RS and GIS Units for resources monitoring and information management.
  • Ensure that necessary activities are being implemented for the assessment of historical changes of land cover, agricultural use and forests.
  • Provide support in developing geospatial database of forestland boundaries.
  • Perform spatial analyses related to addressing fuel wood demands in the Cox’s Bazaar region.
  • Perform spatial analyses related to mangrove conservation of the coastal area in Cox’s Bazaar and PA management.
  • Provide key institutional memory and perspectives; assisting and orienting new staff in their technical duties.
  • Contribute to plans and strategies for the implementation of FAO’s medium and longer-term forestry work in the area, along with government and NGO partners – resulting in a 3 year Forestry Sector Support Strategy;
  • Assist in any other tasks under the project at the instruction of the FAO Representative, the Assistant FAO Representative (Programme) and the Emergency Programme Coordinator.
  • Working closely with the Monitoring and Evaluation Unit, capture lessons learned and best practices for sharing to the wider community of stakeholders.

Academic qualifications /Technical Competencies:

  • Advance degree in Geography, Urban Planning or Natural Resource Management with more than 5 years proven experiences in the field of GIS and remote sensing.
    Demonstrated technical skills in GIS and RS work.
  • Advanced skill in ARC GIS, Q-GIS, Google earth engine.
  • Advanced computer skills - Microsoft Office software. Skill in R and Python software is preferable.
  • Ability to work independently and proceed with objectives without close supervision.
  • Demonstrated leadership and facilitation skills.
  • Desire to assist Government of Bangladesh with implementation of national and regional plans.
  • Good diagnostic and decision-making skills.
  • Proven ability to effectively communicate – verbal & written skills.
  • Willingness to work as a team member.
  • Desire to remain updated with new trends and technology.
  • Self-motivation, willingness to learn and good work ethics.

Duty Station: Cox’s Bazar

Duration: 6 months with possible extension
