The FAO Representation in Bangladesh is inviting applications of qualified and experienced candidates for the following position to be filled under the Project OSRO/BGD/802/NET - SAFE PLUS: Strengthening of Market Linkages and Technical Capacity for Agricultural Groups to promote income generation in Cox`s Bazar . The Incumbent will be recruited as National Project Personnel: This Vacancy announcement supersedes the previous Project Administrative Officer published on 13 December 2018.

Position: National Project Administrative Associate

Under the overall supervision of the FAO Representative in Bangladesh and direct supervision of the Resilience Programme Coordinator and in close liaison with the programme and operational staff the Project Administrative Associate will execute the following tasks:

Duties and Responsibilities:

  • Provide administrative support in timely implementation of project activities in line with project work plans.
  • Assist with the preparation of key documents such as visa support letters, ID cards, note verbal and other host country requirements for international consultants;
  • Review travel expenses claim (TEC) to process payments of International Consultants/travels and follow-up with respective consultants for the submission of end of assignment report.
  • Request hotel and flight reservations for external visitors and personnel during their mission to Cox’s and liaise with relevant staff for arrangement of logistic support.
  • Follow up on all agreements/contracts with service providers to ensure they are up to date for smooth running of the project activities such as rental of office premises, vehicles, fuel, airtime and security services etc.
  • Provide support to project personnel by raising the LTAs & Security clearances when required.
  • Consult with procurement unit and the project teams to ensure the team in the field get their requirements for project implementation on time specifically items required from Dhaka.
  • Provide procurement support for the project by following up and maintaining a tracker for all PRs, POs and status of the items.
  • Perform backstopping activities in the absence of the Finance associate which include raising purchase requests, liaising with procurement unit for follow-up on issuance of purchase orders and creating GRMS receipt of goods.
  • Maintain and update the LoA tracker regularly ensuring the progress reports and payments are on track.
  • Assist with technical evaluation of visibility items and office supplies for the Emergency programme
  • Provide support for the orientation and recruitment of Project personnel (primary matrix preparation for applications, contacting candidates, written test/Skype interview arrangement, pannel report preparation etc.);
  • Provide support in the preparation of LoAs, NFF and QAs and follow up on signed LoAs with partners.
  • Facilitate disbursement vouchers in relation to the emergency projects and ensure all support documents are attached for final approval.
  • Perform other duties as required.

Academic qualifications /Technical Competencies:

  • Bachelor's degree require, in business administration, Finance, Social science-Business Development or related discipline with expertise in research methods.
  • Minimum of 3 years project development, planning implementation and operational support.
  • Work experience in emergency programmes, particularly in field positions is desirable.
  • Field experience with other UN agencies in a similar position is an added advantage.
  • Ability to communicate effectively in English, both written and spoken is essential.
  • Working knowledge of English and Bangla essential.

Duty Station: Dhaka

Duration: 12 months (with possible extension)
