The FAO Representation in Bangladesh is inviting applications from qualified national candidates to the following vacant position in Dhaka

National Fishery Expert

Reporting Lines
Under the overall managerial administrative leadership of the FAO Representative in Bangladesh, direct supervision of the Deputy FAO Representative and Chief Technical Advisor (CTA), all technical guidance of the International GEF Expert, with the technical backstopping of the Lead Technical Officer (LTO) at FAO Bangkok, and in close collaboration with the FAO-GEF Coordination Unit, the National Fishery Expert will support all fishery and marine related activities of the FAO/GEF project formulation process .

Technical Focus
The National Fishery Expert –PSA will work as part of a multidisciplinary team to conduct activities, survey and assessment on any environmental impact and social risk that would hamper the implementation of the project.

Tasks and responsibilities

  • Provide technical support in all fishery and marine related activities of the FAO/GEF project formulation process on “Sustainable Management of the Bay of Bengal Large Marine Ecosystem Programme”;
  • Provide support for the GEF formulation process to liaise with the fisheries department, (Ministry of Fishery and Livestock), other government authorities, local, national and international institutions and other development partners in FAO’s activities to ensure proper communication and information sharing, in particular for all fishery and marine related aspects of the Sundarbans, as and when required;
  • Support socio-economic related analysis and documentation for the formulation of FAO/GEF projects on “Sustainable Management of the Bay of Bengal Large Marine Ecosystem Programme”;
  • Identify key stakeholders and liaise with them and ensure the preparation of proper documentation and communication and information sharing including the organisation of meetings, consultation, and workshop;
  • Facilitate the preparation of the minutes and necessary documentation of the project formulation phase and the process with relevant government ministries and departments;
  • Collect and archive all necessary documents relevant to the preparation of the project document and provide access to the documents to the other team members;
  • Review the current national context related to fisheries management, focussing on EAF implementation and Governance and Capacity requirement, identify gaps and recommend priorities for the project to address;
  • Contribute to the inception workshop and the preparation of the draft inception report;
  • Support the development of budget and concept note for meetings, trainings and workshops;
  • Contribute to the design and conduction of the environmental analysis;
  • Support the assessment and elaboration of the sections related to assumptions, sustainability, cost effectiveness, replicability, and stakeholder engagement during the GEF project formulation;
  • Support the development of the Monitoring and Evaluation framework, logic framework, theory of change, risk analysis, identification of indicators and assumptions, targets and institutional arrangement for project execution;
  • Identify and elaborate an overview of projects social and environmental risks and risk mitigation strategies;
  • Support drafting the feasibility section of the FAO-GEF project document;
  • Perform any other task as required;


Minimum Requirements

  • Post-graduate degree in related discipline (fisheries management, Marine fisheries etc);
  • A Minimum of five years of demonstrated, relevant experience;
  • Extensive working knowledge in sectoral issues, development projects, strategy papers in the sector;
  • Excellent written and oral English communication skills;
  • Field experience in fishery, marine and environmental conservation related aspects;
  • Proven analytical capacity;
  • Ability to work under pressure and tight deadlines;
