National Project Feasibility Analyst

Reporting Lines
Under the overall managerial administrative leadership of the FAO Representative in Bangladesh, direct supervision of the Deputy FAO Representative and Chief Technical Advisor (CTA), all technical guidance of the International GEF Expert, with the technical backstopping of the Lead Technical Officer (LTO) at FAO Bangkok, and in close collaboration with the FAO-GEF Coordination Unit, the Program Officer Project Preparation Grant Coordinator the National Project Feasibility Analyst will support project formulation process for GEF and GCF;

Technical Focus
The National Project Feasibility Analyst –PSA will work as part of a multidisciplinary team to conduct activities, survey and FGD for the GCF concept note mainly to identify the  feasibility of the proposed project

Tasks and responsibilities

  • Collate and archive relevant socio-economic data and information relevant to the project formulation process for GEF and GCF;
  • Design and conduct socio-economic surveys in support of GEF and GCF projects formulation process;
  • Prepare the stakeholder engagement plan, and ensure the smooth implementation of stakeholder consultations according to the workplan;
  • Develop budget and concept note for meetings, trainings and workshops;
  • Organise consultations/meetings, inception and validation workshops and follow-up consultations to validate the proposed approach and components included in the revised/updated project design and theory of change and associated activities;
  • Ensure and support the completion of concept notes, full project document, and supporting materials for all sections of the project document, as appropriate, especially on the institutional arrangement for project execution and stakeholder’s engagement plan, are prepared according to the agreed work plan;
  • Support the development of the Monitoring and Evaluation framework, logic framework, theory of change, risk analysis, identification of indicators and assumptions, targets and M&E plans of the projects and tracking the project results;
  •  Support the development of the Project Result Frameworks, theory of change, propose and detail the final institutional arrangement for project execution and develop and finalize the detailed budget for the projects;
  • Support international consultant in detailing on mechanisms for effective coordination and implementation modalities with other relevant initiatives (including those included as co-finance and others);

Preparation of GCF Concept Note

  • Support the preparation of a full GCF concept note template  on “Greening the Brick sector in Bangladesh for emission reduction and better natural resources management”, including the preparation of a pre-feasibility analysis, socio-economic analysis and identify the stakeholders;
  • Prepare the result chain and Monitoring & Evaluation Framework;
  • Based on the reviews of the preliminary draft concept note outlined above and the non-firing bricks product value chain analysis, prepare a revised/updated project design and theory of change including: 
  • Specification of project components and different alternatives and options if applicable and their technical feasibility with reference to other examples (if possible);
    Implementation arrangements, resources and organizational structure required to support implementation of the project;
  • Support the preparation of an overview of the brick manufacturing sector in Bangladesh, including the laws and regulations around this sector and its impact on other sectors;
  • Support the stakeholders mapping in particular for non-firing bricks supply chain for the major commodities in the project divisions, including interviews with associations for bricks produced and traded in the divisions;
  • Coordinate the finalization of the concept note in the GCF template based upon the agreed project design components;
  • Design and conduct socio-economic survey for the preparation of the concept note on “Greening the Brick sector in Bangladesh for emission reduction and better natural resources management”;
  • Jointly work with the MRV Project Formulation consultant and provide support on pre-feasibility analysis design and reporting;
  • With reference to the scope and geographical focus of the preliminary draft concept note, provide support to identify non-firing bricks products with good market potential such as those with high importance for local raw materials utilization and/or bricks products linked to or with the potential to be linked to a program of geographical origin and sustainable Geographical Indications;
  • Based on the reviews of the revised/updated project design and theory of change and associated activities, support the preparation of the prefeasibility study and the preliminary financial and economic analysis of the project components including:
  • Preparation of project costs estimates;
  • Preparation of a preliminary assessment of the capacity of the government as project financiers based on (a) the investment cost and the financial plan for the project, including recurrent costs and (b) their recent and projected future financial performance;
  • Support the preparation of the preliminary sensitivity analysis for key financial risks to the project;
  • Identify and establish economic rationale of the public-sector involvement;
  • Conduct required Focused Group Discussion, Knowledge, Attitude and Practices survey and other socio-economic surveys related to the knowledge of the entrepreneur on their practices and related impact to the environment, alternative friendly brick making technologies, eco-system management and greenhouse gas inventory;
  • Support to conduct a behaviour analysis of brick consumers (people, technical personnel, officials, entrepreneurs, etc.) survey and develop a socio-economic profile of non-fired brick products;
  • Identify and describe the potential suitable adoptable, adaptable and feasible alternatives to reduce environmental impacts from brick production means and practices;

Preparation of GEF Project Document

  • Support all related socio-economic related analysis and documentation for the formulation of FAO/GEF formulation projects on “Strengthening capacity for monitoring environmental emissions under Paris Agreement in Bangladesh” and “Sustainable Management of the Bay of Bengal Large Marine Ecosystem Programme”;
  • In close collaboration with the FAO operations unit and international GEF expert, ensure regular budget monitoring, delivery of the assigned project’s preparation activities, sharing of relevant periodical reports, brief and presentation and assist in maintaining compliance and overall financial regulation in implementing the projects;
  • Coordinate the preparation and detailed design of the project proposals on “Strengthening capacity for monitoring environmental emissions under Paris Agreement in Bangladesh” and “Sustainable Management of the Bay of Bengal Large Marine Ecosystem Programme” for submitting to GEF;
  • Serve as a monitoring specialist and provide support to the Technical Expert (Environment) and the team for developing result framework, monitoring plan and management arrangement of the project;
  • Coordinate the preparation of the different sections of the project document including management and financial arrangement, project risk and issue log, M&E framework, detailed budget and implementation modalities;
  • Support the assessment and elaboration of the sections related to assumptions, sustainability, cost effectiveness, replicability, and stakeholder engagement during the GEF project formulation;
  • Perform any other task as required;


Minimum Requirements

  • Post-graduate degree in Environment/Agriculture and other related discipline
  • Experienced of working in diversified donor funded projects;
  • A Minimum of two years of demonstrated, relevant experience;
  • Extensive working knowledge on environment, climate change mitigation, biodiversity and ecosystem as well as the brick manufacturing sector related natural resources impacts issues in Bangladesh and internationally;
  • Excellent English written and communication skills;
  • Ability to work under pressure and tight deadlines;
  • Ability to use standard office software such as MS-Office;
  • Substantial experience of working with UN or development sector;
  • Proven analytical capacity;
  • Excellent communication and workshop facilitation skills;
  • Prior knowledge of FAO processes and procedures;
  • Ability to maintain good relations with relevant stakeholders and principally with the Ministry of Environment and Forests and Climate Change.
