CBM works with persons with disabilities, their families, national and local partner organisations, alliance partners including UN agencies, global organisations, and Disabled Persons’ Organisations. (DPOs).

CBM has been in Bangladesh since 1972 and formally established a country office in 2006. The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

Since November 2017, CBM and its partner Centre for Disability in Development – CDD are implementing humanitarian response for the Rohingyas in Cox’s Bazaar. The key activities of the response are provision of medical and rehabilitation services, running of inclusive child friendly space, inclusive education in emergencies as well as technical support to mainstream organisations to include persons with disabilities in their humanitarian response.

CBM’s Bangladesh Office is now accepting applications for:

Humanitarian/DRR Coordinator

Job Location: Initial 6 months at Cox Bazar, Bangladesh (with regular travel to Dhaka) later at Country Office, Dhaka

Contract Duration: 2 years (with possibility of extension)

Contract Type: Full time

Contract Start: As soon as possible

Reporting to: CBM Humanitarian Program Manager, Emergency Response Unit and functional links with CBM’s Bangladesh Country Director (subject to change after 6 months)

A. Objective

  • To support partner organisation in implementing, monitoring and evaluating a coherent, inclusive and quality humanitarian response to Rohingya Crisis in Cox’s Bazaar, Bangladesh.
  • To support the development of continuous humanitarian activities (beyond 2nd Phase i.e. 1st April to 30th Sept 2018), as per evolution in the context and needs of the affected population, both Rohingyas and host communities in Cox’s Bazaar
  • To support CBM Country Office and Partners to define strategies and implement Disaster Management activities in line with the country implementation plan
  • To manage and supervise a team of two people, namely Humanitarian Finance Officer and Humanitarian Inclusion Advisor

In this context, the position holder fulfils the following tasks:

B. Main Tasks (initial 6 months)

Program Management Support

  • Provide management support to CDD’s program team at Cox’s Bazaar to implement phase two humanitarian response, maintaining high quality of work
  • Support CDD’s operational team with regular trainings on areas such as humanitarian charter, principles, standards, protection principles, humanitarian code of conduct
  • Support CDD in development of a robust monitoring plan including clear learning opportunities, knowledge products to be captured during the course of project implementation.
  • Support CDD’s Program Manager in putting beneficiary feedback/ accountability mechanism in place, jointly monitor the system in order to allow voices of beneficiaries being taken into account
  • Provide strategic support on data gathering and analysis in order to assess program implementation progress, outputs and potential outcomes as well as development of further activities
  • Participate in project team meetings based on either a request from CDD’s program manager or based on mutually agreed agenda items where CBM can provide direct inputs
  • Carry out regular monitoring visits and follow up for all three components of the project and develop clear reports to support documentation of project progress and areas of improvement for project team
  • Support CDD’s Program Manager to develop high quality SITREP for the Emergency Management Team monthly calls
  • Carry out mid-term evaluation of the overall project in close cooperation with CDD Program manager and senior management team.
  • Support CDD’s Program Manager in monitoring the safety and security issues arising within the camps and assist CDD’s operational team with reviewing safety and security plans as per needs
  • Participate to the EMT call on monthly basis

Team Management

  • Supervise the work of CBM’s humanitarian finance officer and inclusion advisor (including development of Key Performance Objectives, clear work plans, support visits and weekly face to face meetings)
  • Assist in development of clear Terms of Reference for any technical support visit from CBM’s Global advisors and/or ERU and facilitate the planned visits
  • Support the final project evaluation
  • Support in the development on future funding proposals as per identified needs and demands

External Representation

  • To regularly, participate in relevant cluster coordination meetings (Health, Education, Protection including GBV and Child Protection, Site planning and management) in order to explore opportunities for CBM/CDD to promote inclusion of persons with disabilities in humanitarian assistance
  • To identify appropriate opportunities and support development of partnerships with relief organisation for mainstreaming disability
  • Along with CDD’s Program Manager, meet with project partners such as UNICEF, BRAC, IFRC to provide update on project implementation status, any potential challenges/change of plans and future opportunities

C. Required qualifications, competences and experience

Professional Profile and Requirements

  • Bachelor’s Degree in social science, international development, humanitarian assistance, disaster risk management or any other relevant area
  • Proven experience in humanitarian program management (minimum seven years)
  • Proven experience in disaster risk management
  • Proven experience working in complex humanitarian context
  • Proven experience working with partners and other international stakeholders (UN, INGOs)
