CBM has been in Bangladesh since 1972 and formally established a country office in 2006. The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

Since November 2017, CBM and its partner Centre for Disability in Development – CDD are implementing humanitarian response for the Rohingyas in Cox’s Bazaar. The key activities of the response are provision of medical and rehabilitation services, running of inclusive child friendly space, inclusive education in emergencies as well as technical support to mainstream organisations to include persons with disabilities in their humanitarian response.

Humanitarian Finance Officer

Job Location: Cox Bazar, Bangladesh (with frequent travels to Dhaka)

Contract Duration: 6 months

Contract Type: Full time

Contract Start: As soon as possible

Reporting to: CBM Humanitarian/DRR Coordinator with a functional reporting line to the Emergency Coordinator IO, Emergency Response Unit

A. Objective

  • To support and oversee the appropriate financial management of the Rohingya crisis second phase response in close cooperation with CDD.

In this context, the position holder fulfils the following tasks:

B. Main Tasks

  • To provide orientation to CDD operational and head office based finance team on CBM’s and donors financial and procurement compliance requirements
  • To support relevant CDD (both operational and head office) personnel in submitting high quality financial reports in time and review the financial reports before submission to the Emergency Response Unit (ERU).
  • To support partners in all procurement of goods/items planned under the project and provide guidance on accounting principles and procurement rules to ensure compliance with CBM and donor requirements.
  • To ensure expenditures are in compliance with the approved budget, plan of action, partner contract and CBM’s and donors’ compliance requirements.
  • To carry out financial monitoring visits and financial compliance checks at CDD Cox’s Bazaar and Dhaka office, using appropriate tools and provide feedback to partner on areas of improvement through visit reports.
  • To support CDD finance operational personnel to implement the recommendations provided during the monitoring visits.
  • To make appropriate recommendations for any identified mismanagement or potential misuse of project funds to the Humanitarian Manager ERU.
  • To assist in preparation of the final audit
  • To assist with organization of CBM team’s travel within and outside Cox’s Bazaar
  • To assist with logistic and administrative arrangements for all CBM technical and monitoring visits from Emergency Response Unit and Global advisors

C. Required qualifications, competences and experience

Professional Profile and Requirements

  • Bachelor’s Degree in finance or business administration, international development studies or any other relevant area
  • Proven experience in administration and finance management of humanitarian/early recovery programs (minimum 3 years)
  • Proven experience working in the field
  • Proven experience working with partners and supporting them to implement financing and accounting principles
