Job Summary

The Admin & Finance Manager, under the supervision of the Director, Program Support  is responsible for all aspects of financial management of the country programs, analyze the Enterprise Resource Planning (ERP) and other comprehensive accounting systems and procedures and optimally aligns it with Educo accounting standards, donor regulations, local laws, generally acceptable regulatory standards to ensure risk management, control  and donors accountability.

Responsibilities

  1. Analyze and ensures that Country Office accounting systems, policies and procedures are align with the Enterprise Resource Planning (ERP), audit standards, local laws, generally acceptable regulatory standards and compliance to donor regulations, ensuring accuracy and integrity of all financial transactions, processes, and reports through the implementation of appropriate and adequate internal control mechanisms.
  2. Sustain consistency in the preparation and submission of budgets/ proposals and related Risk Management strategy/financial reports/forecasts, ensuring compliance with Educo and donor regulations/requirements.
  3. Provides oversight functions and advise budget holders in the submission, consolidation and preparation of timely monthly and quarterly budget requests, budget modification as needed and submits the same to the Director-Program Support, Country Director, Head Office and to external funding donor.
  4. Identify and inform budget holders and Educo local partners on financial and accounting related challenges and sustain consistent support in building the program team and partners capacity to understand and operationalize financial related policies, procedures and report including grant financial management and compliance.  
  5. Conduct analysis and deliver the periodic review of financial execution of various units in the organization to ensure coherence with Head Office and external funding donor approved budget and regulations; monitors (including periodic field trips) and evaluates issues and concerns, new opportunities related to financial policies, systems and procedures to support quality implementation of the program and optimal service delivery; and recommends appropriate courses of actions to address the same.
  6. Ensure timely completion of Audit of Core funded and Donor funded projects.
  7. Ensure timely submission of FD-6 , Audit report , activity report  to meet the statutory compliance that facilitate the Fund Release order in due time and oversee the work permit related tasks of expatriate staff .
  8. Endure accurate deduction of TAX and VAT and timely submission to the govt treasury to ensure compliance.
  9. Manage team members of different operation areas and facilitate, guide and develop team  in carrying out daily task (cash disbursement, receiving cash, maintaining bank book, payment through banking channel, fund transfer to other operational account, periodic financial report for donors, documentation, NGO A related work to ensure team accountability and smooth team function

Education
University Degree with specialization in Accounting, Business Administration or Finance, a Chartered Accountant Qualified will be preferred or any other advanced degree preferred.
Experience
At least 5 + years for Manager of comprehensive financial management experience, including supervisory experience required.
At least 3 or 5 years’ experience in grants management as well as an understanding of specific donor regulations required.
At least 3 years’ international experience required; international NGO Country office experience is preferred.   
Demonstrated experience in analyzing organizational risks and processes and providing strategic advice and recommendations to senior management on organizational efficiency and effectiveness; working with risk assessment and corporate risk management framework
Applying professional judgment appropriately in the context of a small to medium size enterprise or organization
Strong skills on managing human and financial resources including consultants within a multi-disciplinary project environment
Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
Language
Position requires language skills in both English and Bangla at an advanced level.
Salary
BDT165,455 ( one lac sixty five thousand four hundred and fifty five taka) monthly salary (subject to deduction of Tax at source) based on salary history and experience.
