Educo Bangladesh is looking for a “MEL Officer” for ALOY-ALOW Project

We are Spain based global development NGO with more than 25 years of experience that works for the interest of Children and in defense of their rights, especially the right to a quality education. We have three strategic development goals, which center on the Right to Education, the Right to Protection, and Governance.

In Bangladesh, Educo has been working since 1999 with aims to empower Children to express their views, ideas and opinions, and to exercise leadership. At the same time, Educo works with duty bearers, especially Parents and Local Government Institutions, to create an enabling environment for Children where they can influence the decisions that affect them.

However, Educo Bangladesh is going to launch a new Project at Moulvibazar, Sylhet named “Accessing Learning Opportunities to the Young, Adolescents and Livelihood Options for Women (ALOY-ALOW: Lightening up and Be enlightened)", subject to the approval of the Government of Bangladesh. The Organization is now looking for a MEL Officer for this new Project.

Purpose To contribute better implementation, exploring sharing, documenting best practices and lessons learned through developing and implementing a MEL plan on the areas of the “Accessing Learning Opportunities to the Young, Adolescents and Livelihood Options for Women (ALOY-ALOW)” Project with emphasis for further growth of the organization.
Engagement
  • Connect with the multi-disciplinary Project teams to gather information and assist them to gather and compile information and data.
  • Establish good working relation with Community and other relevant Stakeholders at Community.
Delivery
  • Develop a MEL framework that capture relevant indicators, tools, techniques and guideline for monitoring, evaluation and reporting on ALOY-ALOW Project.
  • Coordinate monitoring and evaluation events through regular visit to the implementing areas and provide insight to the Manager and lead person of the thematic areas through snapshot.
  • Mentoring/ supporting to the implementing team in planning, monitoring and reporting of the progress on ALOY-ALOW.
  • Capture best practices, lessons learned and disseminate those internally through regular reporting and sharing to the Project.

An operational plan on M&E events under MEL framework of 05 thematic areas is in place and are being implemented as per standard
  • Assist to develop the Projects/ Programmes including Partners specially defining the Projects/ Programmes logic with smart indicators following Educo approach and its broader MEL strategy in the design phase
  • Support all the projects and Partners under the programme to develop annual and quarterly implementation plans
  • Ensure the Projects/ Programmes has completed baseline study before starting the activities for the new Project/ Programme
  • Collect information from the Projects/ Programmes and Partners for the quarterly output monitoring
  • Carry out results monitoring using appropriate methods and tools and analyse the situation and feed back to the individual Projects/ Programmes immediately the issues that need immediate attention
  • Quarterly visit to the Projects/ Programmes and Partners field to validate the activities record sheets, observing the significant changes of the programme participants

Shared understanding on tools, techniques and guideline is developed among implementing team, and are capacitated for execution through capacity building initiative (training, coaching, mentoring)
  • Support in reviewing the ToR for Baseline study, midterm, and end-line Evaluation initiatives of the assigned Projects of Educo Bangladesh
  • Support the Baseline Study, Mid-term and End-line evaluation of the assigned Projects.
  • Project MIS is developed to generate information for monitoring and management decisions
  • Compile MIS report and share with management with own observation.
  • Support capacity building of program staff collecting monitoring data and information.

MEL findings, best practices, case studies, lessons learned are captured, documented and disseminated through appropriate channel.
  • Share project learning with key stakeholders through accurate and effective reporting with the Manager Evaluation & Knowledge Management
  • Support to the project/ Programme for preparing MEL report regularly that captures outcomes, and output progress of the projects/ programme under the Programme and recommends the points that need revisions or attention.
  • Work with Manager for disseminating the finding related to output, outcome findings with the Partner, Project/ Programme staff as well as organizational level.

As a member of MEL team, support in developing and implementing the strategic direction in MEL and work collaboratively with colleagues to ensure excellence within Educo’s work is captured, promoted and disseminated.
  • Support the periodic review of the project work plans including, annual plans, quarterly plans and budgets for effective project implementation
  • Regularly attend meeting and share new ideas and innovation of MER work; tools and techniques with other colleagues
  • Supporting the objectives set for ALOY-ALOW project
Support to conduct MEL capacity assessment with relevant positions at Project Office, Country Office, Sub- Offices and partner level to identify gaps/ training needs

Essential Qualifications:

Education Post Graduate in Social Science/ Education.
Work Experience
  • Minimum 3 years of working experience in Education Program in work experience in Tea Garden and Haor area will be given extra preference.
  • Experience in supervision, monitoring, partner management maintaining effective communication with different stakeholders.
  • Proven working history of Community Engagement, WASH, Child Rights and Protection, Education, ECD, Disaster Risk Management, Livelihood, Women Empowerment, Networking is highly required.
  • Commitment to and understanding of Educo’s Mission Visions Values and Principles including Right-Based Approaches.
  • Demonstrated ability to write high quality reports and other Project documents

Salary:  Monthly Take Home BDT 61,186; Plus: 10% PF, Yearly 2 Bonuses (1 on Gross & 1 on Basic) and Gratuity
