Educo Bangladesh is looking for a “Project Manager” for ALOY-ALOW Project

We are Spain based global development NGO with more than 25 years of experience that works for the interest of Children and in defense of their rights, especially the right to a quality education. Our institutional philosophy (Mission, Vision, Values and Principles) is firmly established on a commitment in pursuit of Children’s wellbeing. We have three strategic development goals, which center on the Right to Education, the Right to Protection, and Governance.

In Bangladesh, Educo has been working since 1999 with aims to empower Children to express their views, ideas and opinions, and to exercise leadership. At the same time, Educo works with duty bearers, especially Parents and Local Government Institutions, to create an enabling environment for Children where they can influence the decisions that affect them.

However, Educo Bangladesh is going to launch a new Project at Moulvibazar, named “Accessing Learning Opportunities to the Young, Adolescents and Livelihood Options for Women (ALOY-ALOW: Lightening up and Be enlightened)", subject to the approval of the Government of Bangladesh. The Organization is now looking for a Project Manager for this new Project.

Purpose To ensure the rights to education and dignity of life of Children through the integrated development program approach in the hard to reach areas of Moulvibazar district in Bangladesh.
Engagement
  1. Lead effective and efficient programs/ projects by engaging entire team of different sub-projects and maintain close relation with relevant sectors and departments of Educo.
  2. Interact with donors, local government and partners to facilitate assessment of needs and the provision of services which meet expectations.
  3. Engaged with partners to implement the project’s activities.
  4. Advise Management to program development and assessment of program    quality. Assist MEL and communication department to generate and document lesson learnt.
Delivery
  1. Integrate the related work according to anticipated expectations of donor and the vision of Educo.
  2. Plan, Organize and deliver the operational requirements within established procedures and resources to make the project/ program successful within the project duration.

Timely implementation of the Program/ Project 1.1 Ensure that all Program/ Project interventions are scheduled in line with ALOY-ALOW Project Plan (2019-2023) and implemented in consistency with the strategic goal.
1.2 Oversee the coordination of Program/ Project planning and implementation of different sub-projects in line with strategies, frameworks, standards and systems.
1.3  Build and oversee managerial leadership and accountability in Program/ Project planning, implementing especially quality and timely implementation by utilizing budgeted provision.
1.4  Periodically review Project activities, implementing strategies to ensure the proper alignment with Country Plan and strategic objectives.
1.5  Ensure flow of information of operations which assists the SMT to decide future initiatives.

Building Efficient and Effective Team 2.1  Responsible for developing effective and efficient operation team that contains spirit of unity in implementing the organizational operational plan, provide required collaboration to accomplish the tasks.
2.2  Lead and guide the subordinates for enabling them to provide their respective input to make the project a successful one. So that:
2.2.1  Every staff has clear understanding about the organizational ALOY-ALOW Project goal and his/ her involvement/ contribution towards the goal.
2.2.2  Every staff has clear work plan, Individual accountability plans, in line with ALOY-ALOW plan.
2.3  The performances of every staff are being evaluated and the development plan for every staff is being ensured.

Ensure Quality Education, ECD, Infrastructural Development along with Nutrition and Hygiene, Children & Women Protection,
Youth and Adolescent’s Development
3.1  Assessment conducted for establishing the ECD Centres in the target area
3.2  Look after pre-schools in existing primary schools and community-based pre-school
3.3  Ensure Primary schools are provided with infrastructure, technical and materials.
3.4  Ensure tube-well and hygiene facilities are installed in the targeted ECD centers and Primary schools
3.5  Monitor children and their families are provided with training and support on nutritious food
3.6  Ensure Parents and communities are involved in protecting children and women
3.7  Ensure every communities have their own disaster risk reduction plans
3.8  Manage Youth on leadership development, organization development, child rights, protection and adolescent reproductive health

Oversight the Efficient Operations by Ensuring Availability of Required Support 4.1  Guide the team and provide managerial leadership and accountability for yearly project planning and budgeting in realistic manner and periodic review for ensuring efficiency.
4.2  Managing and ensure the availability of logistic and IT support in different locations and look after the synchronization of related budget execution.
4.3  Provide managerial leadership and ensure accountability in financial execution and smooth expenditure trend.
4.4  Ensure availability of competent human resources are in place to carry out the operation.

Monitoring and Reporting 5.1  Monitor and ensure the grants are well managed and executed accordingly and donor compliance issues are adequately adhered to.
5.2  Coordinate with Sponsorship Team which enables them to ensure timely and quality production and implementation of sponsorship commitments.
5.3  Maintain a reporting schedule and report as per requirement

National Level Advocacy and Follow up project Implement by Partner 6.1  Provide guidance and leadership to the subordinates for managing advocacy and partnership processes:
6.1.1  Ensure meeting and sharing sessions with national bodies: BEN, DPE, BSA and MoWCA
6.1.2  Identification, profiling, assessment of partners
6.2.3  Review of partnership agreement
6.2.4  Monitoring partner’s activities
6.2.5  Maintaining and updated list of key strategic partners
6.2  Ensuring partner project monitoring reports are prepared and submitted on time and documented.
6.3  Backstopping the partners’ capacity building initiatives.

Functional Networks Bodies Established with Government at Upazila and District Levels 7.1  Formation of 2 bodies at Upazila and prepare plan for Advocacy and lobbying
7.2  Arrange quarterly progress meeting
7.3  Facilitate meeting with local journalist groups
7.4  Organize 5 workshop to develop awareness, advocacy and communication materials

Essential Qualifications:

Education Master’s degree in Development Studies or Social Science or any other relevant subject. Foreign degree will get preference.

 

 

 

Work Experience

  • 7 years extensive experience of Program/ Project Operations and Management in National/International NGO.
  • Work experience in Education, Child Rights & Protection, Livelihood, having good knowledge on WASH, ECD etc.
  • Proven experience of designing Project planning, designing, implementing and monitoring.
  • Demonstrated ability to set up operational management systems in a large complex Program/ Project.
  • Proven experience of budget management and timely execution, Staff management, conflict resolve staff coaching and mentoring.
  • Demonstrated ability to work in a multidisciplinary environment

Salary:  Monthly Take Home BDT 86,958; Plus: 10% PF, Yearly 2 Bonuses (1 on Gross & 1 on Basic) and Gratuity
