Democracy International, Inc., a USA based international organization, is implementing a USAID project entitled Promoting Peace and Justice (PPJ) in Bangladesh for a period of three years. USAID’s PPJ program is designed to directly address the factors currently constraining Bangladesh’s justice system and seeks to collaborate with government and CSO counterparts to expand access to justice.

PPJ is recruiting a senior-level professional for Grants, Contracts, and Compliance Manager position. This is a full-time position based in Dhaka.

Grants, Contracts, and Compliance Manager

The Grants, Contracts, and Compliance Manager will work with Democracy International (DI) PPJ team to oversee the drafting of all contracts, compliance issues, and management of grants for DI operations in Bangladesh.  

Key Responsibilities:

  • Responsible for managing all programmatic and financial aspects of Grants and small grants awarded through the project;
  • Oversee grants application processes, selection procedures, management, and reporting;
  • Collect data and reports from grantees;
  • Work with grant recipients to ensure that implementation of such awards conform to USAID procurement and competition requirements;
  • Work with PPJ  staff in Bangladesh to target CSOs for capacity building and oversee the scorecard graduation process;
  • Implement procedures and provide policy guidance and interpretation for program staffers and grantees to ensure adherence to grant management procedures;
  • Build the capacity of potential grantee organizations to ensure successful grant project implementation;
  • Reviewing and analyzing budget estimates discerning reasonableness, consistency, and whether expenses are allocable and allowable;
  • Ensuring post-award management in accordance with relevant regulations, including but not limited to reporting, audits, etc. in accordance with USAID policies, and procedures; and
  • Manage grants staff and report to Chief of Party.
  • Work collaboratively as a member of a program management team;
  • Provide administrative, operational and programmatic backstop support;
  • Tracks and reviews grants and contracts through the payment cycle, ensuring compliance with USAID agreements and DI policies;
  • Produce monthly financial projections, monthly and quarterly accruals reports, and manage the budget and cash flow;
  • Review and contribute to internal reports, annual work plans, and quarterly and monthly reports;
  • Support and participate in program activities at the discretion of the Chief of Party; and:
  • Other similar tasks and responsibilities that DI might reasonably request.

Required Skills and Qualifications:

  1. Masters degree in international relations, public policy, political science, or a related field.
  2. Minimum of six years of project support and oversight.
  3. Minimum of five years of grant management experience, specifically on preparing, negotiating, implementing, monitoring, and evaluating grants and working with local recipients.
  4. Experience and technical expertise working with community-based organizations and NGOs.
  5. Prior USAID grant management experience required (experience managing grants under contracts preferred).
  6. Knowledge of prevailing USAID acquisition and assistance.
  7. Professional fluency in English required.
  8. Highly organized and able to prioritize multiple tasks and meet dynamic client deadlines.
  9. Knowledge and experience in democracy, governance, legal aid preferred.
  10. Experience writing and reviewing project proposals, work plans, and program reports is required.
  11. Experience developing and managing budgets, and knowledge of basic budget and accounting procedures is required.
  12. Strong interpersonal skills and cultural sensitivity to effectively interact with all staff, including U.S. nationals and foreign government personnel and members of donor organizations.
