Democracy International, Inc., a USA based international organization, is implementing a USAID project entitled Promoting Peace and Justice (PPJ) in Bangladesh for a period of three years. USAID’s PPJ program is designed to directly address the factors currently constraining Bangladesh’s justice system and seeks to collaborate with government and CSO counterparts to expand access to justice.

The PPJ program is recruiting a senior professional for the Finance and Operations Manager position. This is a full time locally employed position based in Dhaka.

Finance and Operations Manager

The Finance and Operations Manager will work with the PPJ team to manage all finance and administration of DI operations in Bangladesh. The Finance and Operations Manager is responsible to ensure all financial transactions are properly documented and performed in full compliance with DI and Donors’ accounting regulations, US Federal Procurement regulations, and generally accepted accounting principles. Reporting to the Chief of Party or its designees, the Finance and Operations Manager will be responsible for: 

Key Responsibilities:

  1. Ensuring the adequacy of financial controls, bookkeeping, timely financial reporting, accurate monthly management reports, and other ad hoc reports as required;
  2. Maintaining contact and regular professional communication with DI’s Headquarters;
  3. Working with the Operations and Programs Departments to continually improve financial reporting and forecasting;
  4. Preparing written financial summary reports and financial analysis on a monthly and quarterly basis;
  5. Managing accounts payable, bill processing, voucher preparations and payments;
  6. Working in conjunction with DI’s headquarters to ensure accounting records are maintained in a systematic and professional manner to facilitate ease of future audits;
  7. Acting as Petty Cash Custodian, executing all authorized petty cash transactions and bank payments;
  8. Preparing Payroll data;
  9. Ensuring all taxation and other legal requirements pertaining to financial transactions are met as well as preparing calculations and payments for all in-country taxation reports;
  10. Other similar tasks and responsibilities that DI might reasonably request.

Required Qualifications and Competencies:

  1. Bachelor’s Degree in Accounting/Finance/Business Administration or a related field required; Master’s Degree preferred.
  2. Minimum five years of related experience with at least three or more years work history in Accounting, preferably within a U.S. Government/USAID project environment.
  3. Knowledge and experience with Bangladesh taxation regulations and practices.
  4. Excellent command of English, verbal and writing.
  5. Knowledge of Microsoft Office including advanced expertise in Excel.
  6. Ability to work well within a fast-paced environment with minimal supervision.
  7. Strong organizational and communication skills.
  8. Ability to multi-task and strong commitment to meet deadlines.
  9. Proven integrity and thorough attention to details are inherent to this position.
