Opportunity for Consultancy: Climate-Resilient Disability Inclusive Livelihoods and Market System Analysis in Khulna

Disabled Child Foundation (DCF) in collaboration with Caritas Bangladesh and CBM Global Disability Inclusion is seeking consultancy services for conducting a comprehensive analysis on climate-resilient disability inclusive livelihoods and market systems in Sutarkhali and Moharajpur Unions under Dacope and Koyra sub-district of Khulna District.

Project Overview: The project, titled "Strengthening People-Centered Inclusive Disaster Risk Management in Khulna of Bangladesh (DIDRM)", aims to enhance the resilience of at-risk community members, including persons with disabilities, to adapt and manage climate-induced disaster risks. The project is being implemented in the Sutarkhali and Moharajpur unions under the Dacope and Koyra sub-districts.

Objective: The main objective of the analysis is to identify climate-resilient livelihood options and improve access to markets for prioritized livelihood options for the most at-risk persons with disabilities in Khulna District. The specific objectives include:

  • Identifying and analyzing existing livelihood and market systems
  • Map key livelihood stakeholders
  • Assessing vulnerability of livelihoods and market systems to climate change impacts
  • Evaluating inclusion of persons with disabilities in existing systems
  • Developing recommendations for enhancing climate resilience and disability inclusion
  • Identifying new value chains and enabling persons with disabilities to access climate-resilient livelihoods

Scope of Work: The consultancy will involve conducting market system and value chain analysis, mapping key livelihood stakeholders, and identifying climate-resilient livelihood options. The analysis will be conducted through a combination of qualitative and quantitative methods, engaging with key stakeholders and ensuring inclusivity.

Qualifications and Experience: Interested consultants should possess a Master’s degree in social science, business development, developmental studies, or a related field, with at least five years of experience in conducting similar evaluations or livelihood programs. Experience in disability-inclusive development and climate change adaptation is highly desirable.

The technical proposal should include a summary of the methodology, CVs of key consultants, and samples of previous relevant work. The financial proposal should outline proposed fees and budget inclusive of all related costs.

Evaluation Criteria: Proposals will be evaluated based on criteria including relevance, comprehensiveness, stakeholder engagement, inclusiveness, contextual understanding, practicality, innovation, and timeliness. Payments will be made in accordance with the deliverables outlined in the Terms of Reference.

Timeline: The consultancy will commence on April 21, 2024, and conclude on June 10, 2024, adhering to a clear timeline for efficient and timely delivery of results.
