| Terms of Reference (ToR) for Curriculum Consultant
 1. NTRODUCTIONDCA  seeks  a  Curriculum  Specialist  to  support  the  design,  development,  and  enhancement  of  various  curricular frameworks and accompanying teaching and learning materials for both Rohingya and Host community non-formal education programs.
 2. BACKGROUNDDanChurchAid (DCA)’s Education Program works with female youth and adolescents aged 15 and above in various Rohingya camps and throughout the host community. The Education Team delivers literacy, numeracy, and life skills sessions in Women and Girls Safe Spaces (WGSS) and through a home-based approach using a non-formal curriculum framework  designed  specifically  for  female  Rohingya  and  Bangladeshi  youth  and  adolescents.  Currently  DCA provides basic literacy, numeracy and life skills sessions to Host community adolescents and women and plans to support the participants at an advanced level.
 3. OBJECTIVES OF THE CONSULTANCY A  curriculum  specialist  will  be  consulted  to  support  the  revision,  design,  and  development  of  various  curricular frameworks to ensure the improvement in achievement of female Rohingya and Bangladeshi youth and adolescents in literacy and numeracy acquisition. The objectives of the consultancy are as follows:
 
          Review,  edit,  and  finalize  the  Host  Community  Level  1  Curriculum  for  literacy,  numeracy  and  life  skills (including  82  lesson  plans,  scope  and  sequence,  conceptual  framework  and  pedagogical  approach, formative and summative assessment plans, and curriculum resources) in consultation with the education team.
            
              Conduct a Finding Flaws Workshop with existing education facilitators, volunteers, and learners to understand the gaps in the current curriculum and lesson plans for Host CommunityWork alongside the Education Officer in enhancing and finalizing Host Community Level 2 Curriculum for literacy, numeracy, and life skills (including lesson plans, scope and sequence, conceptual framework and pedagogical   approach,   formative   and   summative   assessment   plan,   and   curriculum   resources)   in consultation with the education team.Design  and  develop  the content  for  Bangla  Workbooks  for  both  Host  Community  Level  1  and  Level  2 Curriculum  with  age-appropriate  content  (task-based  activities,  integrated  reading  materials,  promoting independent  learning,  well  balanced  text  and  pictures)  aligning  with  NCTB  textbooks  and  National Curriculum on appropriate level.4.Develop the scope and sequence for the Level 2 Curriculum for the Rohingya community5.Provide  training  for  the  facilitators  on  the  1)  overview  of  curriculum  content  and  2)  best  practices  for teaching content-area and disciplinary literacy and numeracy  4. TIMEFRAMEThe process should be completed within 2 months (40 total working days). The detailed work plan will be developed by the consultant lead in consultation with the Education Officer and DCA Education Team.
 Reporting Line: The consultant will report to Education Program Mana 5. QUALIFICATIONS: 
          Master’s degree in education or closely related field with specialization in literacy andassociated instructional, intervention, and assessment practices Deep knowledge of adult and adolescent literacy and numeracy pedagogical approaches andexperience working with various learners who struggle with literacy acquisition Experience providing training to teachers on effective instructional practices and/or activities related to improving literacy and numeracy performance outcomes4 years’ experiencein curriculum design (backwards design, assessment, project-based learning)Fluency in English and Bangla Understanding of Chittagonian dialectStrong organizational and communication skills. The consultant will be working heavily alongside the Education Officer so collaboration and clear communication are critical. Familiar with the humanitarian context of Cox’s Bazar and socio-economic, & educational situation of the Host community 6.
