Job Description/ Responsibilities:
Centre for Services and Information on Disability (CSID)’s (along with World Vision Bangladesh in cooperation with World Vision Australia and AUSAID) aspiration to improve child well-being outcomes supported its decision to contribute towards the elimination of child labour focusing on hazardous labour in Dhaka City slums. To ensure the aspiration;

Centre for Services and Information on Disability (CSID) invites Expression of Interest (EoI) from consultants/ consultancy firms to conduct National budget Analysis on child labour & Expenditure Tracking on allocated budget in national budget to reduce child labour.

  • The analysis will focus on Identifying allocated budget in relation to reduce child labour with the commitment of National Child Labour Elimination Policy, National Children Policy and others policies in this regard.
  • The analysis will find out the process and other mechanism for allocating budget to reduce child labour.
  • The analysis will identify how much budget allocated for which program in relation to reduce child labour from all sector.
  • The tracking will find out the gaps and laps between budget allocation and policy implementation.
  • The tracking will Identify the allocated budget is adequate or inadequate, utilized or unutilized by tracking the national budget and suggest the ideal budget allocation to reduce child labour from all sector by 2016.
  • The analysis and tracking will lead to develop a policy recommendation to govt. to allocate adequate budget and utilize it properly.

Scope and Methodology
The research will mainly consist of examining key documents made available by the Government of Bangladesh, Different proposed ministries, ILO and other key stakeholders. The research will also seek more in depth understanding of certain processes and how decisions are really made.
The methodology is likely to consist of four stages.

1) Literature review
A literature review in order to identify existing knowledge and map what is known and documented about the budget to reduce child labour in Bangladesh, as well as identify gaps in the information available.

2) Key Informant Interviews
The research will look to gain a strong understanding of how decisions are really made, who the key decision makers are and what drives a change in the situation. This will be at all levels and will include:

  • Government stakeholders, both in Government and in Parliament. Particularly The Ministry of Labour and Employment, Ministry of Finance & Budget Committee in Parliament.
  • Key international agencies at the national level, including USAID, ILO, UNICEF and DFID
  • Ministers or Secretaries, from the ministries proposed.
  • Related Trade Union and Community groups
  • Other key stakeholders will be identified in consultation with the consultant.

3) FGD: 2 FGD with Children (Child Labour and children who are not working)

4) Sharing: Present findings of the analysis and tracking in a draft report of 25-30 pages to be presented to the working group. The report will also elaborate and analyze the respective sectors including challenges/opportunitiesto work for children in relation to specified child labour.

Final Report: Separately final report both in English and Bengali consisting of findings from the analysis and tracking budget including feedback/contributions from the working group will be submitted by the end of the consultancy on separately specified date.
