Crown Agents USA, Inc. (CA-USA) is seeking a Local Single Window ICT Specialist for the Bangladesh Trade Facilitation Activity project in our Dhaka, Bangladesh office.

Role & Responsibilities
The Local Single Window ICT Specialist will provide technical assistance and support to the Team Leader, National Single Window in Bangladesh, in order to ensure successful completion of programmatic and administrative deliverables in a timely, organized, efficient and accurate manner.
The Single Window ICT Specialist will support the following phases: design and conceptualization, capacity building, implementation, and monitoring and evaluation of the SW.  He/she will draw from acquired technical knowledge of implementing tools for electronic single window and paperless trade systems.

Specific Responsibilities
In providing support to the Team Leader, National Single Window the local Single Window Specialist will work closely with him and under his general guidance to perform the following tasks:

  • Identify key ICT contacts within relevant Government of Bangladesh (GoB) Agencies and develop as well as maintain good working relationships with these individuals to support project implementation.
  • Participate in the initial assessment during work plan development to identify areas where short- and long-term technical ICT assistance will be needed.
  • Examine existing requirements and procedures for submitting import, export, and transit documents and information.
  • Determine the extent to which it is possible to harmonize and simplify requirements, procedures, information flows, and documents.
  • Take stock of existing technical systems for receiving, storing, and exchanging relevant data and information, and determine if these will be able to handle increases in the volume and flow of data.
  • Assist in the review the existing set of trade documents in use at the NBR and other border agencies and determine needs to be aligned, harmonized, and/or simplified.
  • Determine what data will be required, how the data will be submitted/exchanged, and in what format, such as electronic EDI, XML, or paper.
  • Assist the Team Leader--National Single Window in developing implementation options, specifying proposed operational models, relevant GoB authorities and agencies that would be involved.
  • Examine the potential for a public-private partnership approach to the implementation of the project, including revenue streams.

Qualifications

  • A minimum of a three- or four-year university degree in Management Information Systems (MIS) or Information and Communication Technology (ICT) is required; an advanced degree (MA or MS) in MIS or ICT is preferred.
  • At least eight (8) years professional experience in the development and management of ICT systems in the public or private sectors. 
  • Recent experience in a related technical role in customs automation, EDI, or Single Window projects preferred.
  • Practical knowledge and certification on Oracle databases.
  • Experience in a multi-stakeholder business environment.
  • Fluency in English including above average proficiency in writing, reading, and speaking.
