Counterpart International is seeking mentioned candidate for a 5-year, $10 million Leadership Development Program (LDP) in Bangladesh. The program aims to promote community leaders and youth as change agents for democracy and development by promoting greater understanding of democratic practices and values and providing opportunities for community leaders and young people to engage in community development.


General Responsibility:
Under the supervision of Chief of Party, Deputy Chief of Party (DCOP) will be in-charge of providing day-to-day financial management, technical and managerial leadership and administration and grants management of Leadership Development Program. The DCOP is the direct supervisor for the senior management team including Finance, Operations, Human Resource and Administration.  The DCOP will help ensure reporting and communication with Counterpart Headquarter, USAID, and all program stakeholders; as well as ensuring that program operations are integrated with financial and HR management to achieve program goals and deliverables.  The DCOP will also serve as an acting Chief of Party during Chief of Party’s absence, if so delegated.

Specific Duties:
Finance, Administration and Operation Management Resposibilities

  • Ensure implementation of overall strategic direction and operational plan of the organization, ensure accountability of the team to the management and ensure smooth financial operations.
  • Review, scrutinize, and develop internal control process, and ensure  sound internal control systems are practice in operations and program activities
  • Oversee the preparation of internal and external financial reports, budget reports and cash advance requests, and make  timely and accurate submission of monthly financial reports, maintain  related report records of all reports submitted by LDP field office to Counterpart headquarters (HQ) and USAID;
  • Develop and control  budgets, including the preparation of  budget to actual comparisons as requested, prepare burn rate trackers, cash flow and spending projections, and work with HQ on budget management and modifications as needed;
  • Review grantees financial reports, fund requests and payments, and follow-up with grants and program managers as needed.
  • Review grants agreement, follow-up community development grants program
  • Oversee service provider negotiations such as training consultants and prepare scope of work for service contracts.
  • Oversee procurement tasks and ensuring everything is done in accordance with USAID and Counterpart’s local law regulations
  • Monitor progress indicators and follow-up with teams and support them for successful implementation
  • Ensure sound fund management and program resources are utilized as planned
  • Coordinate with program operations, planning and in  implementation 
  • Oversee day-to-day financial operations for banking, and payroll management including tax deductions/payments and direct payroll deposits.
  • Comply with Counterpart International policy and procedures.
  • Communicating with headquarter appropriate staff relating to Bangladesh operations queries, approval issues and resolving/settling issues between field office and headquarter.
  • Undertake any other responsibilities assigned by the COP.

Program Management Responsibilities:

  • Support the Chief of Party in the implementation of project activities and monitoring and managing sub-grants.
  • Develop and review the PMEP, Annual Work Plans, Quarterly Reports, and other program documentation as required.
  • Lead the program management team to analyze and determine LDP geographic areas;
  • Oversee implementing partner activity in line with LDP Work Plans and Budget;
  • Organize and administer LDP training programs including contracts and liaison with training consultants, curriculum content development, field testing and related field activities, TOTs for IPs, and periodic updates of training manuals;
  • Lead communication and relations with local and national government officials and LDP strategic partner - the Ministry of Youth and Sports and the Department of Youth Development.

Educational Requirements:

  • Master’s Degree preferred in Management, Finance/Accounting, MBA, Social Science, International Development or a relevant field of study, CPA or equivalent degree (CA, ACMA, ACCA) is preferable.

Experience Requirements:

  • Minimum 12 (twelve) years of experience included at least 6 or more years of relevant experience in senior management position, preferably in an INGO South Asia region.
  • Experience in strategic planning of International NGO’s or National NGO’s

Additional Job Requirements:

  • Sound understanding and hands-on experience in finance and operations, including internal controls, financial analysis and reporting skills
  • Previous Chief or Deputy Chief of Party experience working with community leaders, youth and program operations in the region.
  • Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project.  
  • Demonstrated understanding of USAID rules and regulations and mandatory reporting requirements.
  • Proven track record successfully supervising several staff.
  • Demonstrated knowledge of civil society, good governance and community development, youth and gender.
  • Demonstrated management capability, including experience in managing ‘needs based’ technical assistance and grants programs, monitoring and evaluation, working with counterparts and multiple stakeholders.
  • Strong representation and communications skills, including interpersonal and well-written and oral English, to represent the meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
  • Native Bangladeshi preferred.
