Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent. This year Counterpart International celebrates 50 years of local partnerships in international development.

Counterpart International is seeking above mentioned position for a 5-year, $10 million Leadership Development Program (LDP) in Bangladesh. Currently in its 3rd year, the program aims to promote community leaders and youth as change agents for democracy and development by promoting greater understanding of democratic practices and values and providing opportunities for community leaders and young people to engage in community development.


General Responsibility:

The Senior Program Manager is responsible to lead implementation of the program activities including collaborating with implementing partners to ensure timely and quality delivery of program interventions, set-up effective relationship with local government bodies and other relevant stakeholders, ensure citizens engagement in local development process, prepare all program reports. Senior Program Manager will provide advice and guidance to the DCOP on programmatic issue.

Specific Duties and Responsibilities:

  • Oversee the Programs team and provide strategic and technical guidance to implementing the Leadership Development Program
  • Develop and improve existing community and youth development strategies
  • Oversee program implementation activities in target communities
  • Monitor activities of local partner organizations through regular meetings and periodic field visits
  • Contribute toward selection and grant making processes
  • Liaise with officials in building strong ties between community and local governments
  • Oversee the building of strong participatory mechanisms for citizens to engage on local development affecting democracy and governance principles.
  • Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of progress, quarterly and final program reports.
  • Advise DCOP on any programmatic decisions needing to be made.
  • Perform other duties as assigned by the DCOP or his/her designee that is consistent with the overall focus of this position.

Educational Requirements: 

  • Master’s Degree preferred in development studies, social science, International Development or a relevant field of study.

Experience Requirements:

  • A minimum of 10 years’ professional experience in International NGO with 5 or more years of senior management level position.
  • Previous experience working with/on civic engagement and citizen mobilization programs particularly those working with youth and community leaders in the region.

Additional Job Requirements: 

  • Demonstrated capabilities in one or more of the following areas: community development, leadership development, training and networking in Bangladesh.
  • Demonstrated knowledge of USAID-funded civil society and community development programs preferred.
  • Demonstrated understanding of the socio-cultural issues and nuances of working with community, civil society, youth, gender and government is highly desirable. 
  • Demonstrated management capability, including experience in managing technical assistance and grants programs, monitoring and evaluation, working with multiple stakeholders.
  • Strong representation and communications and interpersonal skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
  • Fluency in written and oral English, Bangla language skills an asset.
