Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to working in partnership to empower people, communities and institutions to drive and sustain their own long-term development.  Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.

Counterpart International is seeking above mentioned position for a 5-year, $10 million Leadership Development Program in Bangladesh. Currently in its 3rd year, the program aims to promote community leaders and youth as change agents for democracy and development by promoting greater understanding of democratic practices and values and providing opportunities for community leaders and young people to engage in community development.


General Responsibility:
The Deputy Chief of Party supports the Chief of Party with program planning and management operations.  The DCOP’s focus is on program staff and field operations including partnerships with government and NGO Implementing Partners (IPs).  The DCOP is the direct supervisor for the senior program management team including the Grants Manager, M&E Manager, Gender Specialist, and the Community and Youth Leadership Managers. The DCOP will help ensure reporting and communication with Counterpart HQ, USAID, and all program stakeholders; as well as ensuring that program operations are integrated with financial and HR management to achieve program goals and deliverables. The DCOP will also serve as an acting COP in the COP’s absence, if so delegated.   

Specific Duties and Responsibilities:

  • Direct line and programmatic management of four units; Grants Manager, Finance and Administration Manager, Program Managers
  • Develop collaborative activities and networking opportunities with program implementing partners for leader retention and program sustainability
  • Oversee, facilitate and coordinate implementing partner activities in line with LDP’s Annual Work Plans and Budget;
  • Monitor progress against LDP’s programmatic targets – such as training programs including management of contracts, frequent liaising with training consultants, curriculum/content reviews, and periodic updates of training manuals with collaboration with the Programs team
  • Ensure proper oversight of all grant agreements, program reports, financial reports, and program budgets are of high quality and per USAID and Counterpart standards.  
  • Oversee project budgets and maintain oversight on project spending, budget analysis and projections, as well as proposing budget revisions as needed.
  • Oversee the Grants ensuring that grantee monitoring is in compliance with USAID and Counterpart standards and policies.

Educational Requirements:

  • Master’s Degree preferred in Management, Political Science, International Development or a relevant field of study.

Experience Requirements:

  • A minimum of 10 years professional experience in international development with 6 or more years of senior management experience, preferably in the South Asia region.
  • Previous experience working with/on civic engagement and citizen mobilization programs particularly those working with youth and community leaders in the region.

Additional Job Requirements:

  • Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project.  
  • Demonstrated understanding of USAID Rules and Regulations for Cooperative Agreements, including CFR 226 and pertinent ADS regulations.
  • Demonstrated knowledge of civil society, good governance and community development, youth and gender.
  • Demonstrated management capability, including experience in managing technical assistance and grants programs, monitoring and evaluation, working with multiple stakeholders.
  • Strong representation and communications skills, including strong interpersonal skills to eloquently represent the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
  • Fluency in written and oral English.
  • Bangla language skills an asset.
