Counterpart International is seeking mentioned candidate for a 5-year, $10 million Leadership Development Program (LDP) in Bangladesh. The program aims to promote community leaders and youth as change agents for democracy and development by promoting greater understanding of democratic practices and values and providing opportunities for community leaders and young people to engage in community development.


General Responsibility:
This position is responsible for provide day to day support to the finance & accounting, financial compliance, banking business, prepare and maintain financial documents including vouchers, purchase requests, invoices and other required supporting documents ensuring accuracy. S/he will arrange petty cash reconciliation, maintain ‘QuickBooks’, assist for finalizing monthly and periodic financial reports to Counterpart headquarters and USAID.

Specific Duties:

  • Responsible for process payment voucher, check adequate documents for staffs /vendors/partners/ other payment and maintenance of cash flow in petty cash.
  • Prepare payment/receipt vouchers ensuring appropriate account coding and disbursement to vendors in a timely and accurate manner;
  • Prepare monthly staff salary and related documents and disburse timely per the Time Sheets.
  • Calculate and do withholding of Tax/VAT from vendors’ invoice and deposit of the same to Government Exchequer in an accurate manner;
  • Prepare VAT Exemption Report for timely submission of the report to USAID and NBR;
  • Perform day to day banking business, ensure remittance transfer to project account and do bank reconciliation statement;
  • Responsible for the withdrawal of funds from bank, transfer of fund, monitor and control fluctuation  gain/loss, prepare cash flow forecast in line with international guideline
  • Responsible for record keeping of all documents related to payments, completeness, accuracy and compliance
  • Responsible for keeping checks and other documents in safe custody, data input into QuickBooks system
  • Ensure timely dispatch of program financial documents to CPI HQ;
  • Work with Auditors during performing program External/Internal Audit and provide the documents as required;
  • Maintaining cordial relations with bank/bank personnel
  • Other duties as assigned by CPI Management that is consistent with the overall focus of the assignment.

Educational Requirements:

  • Masters in Finance, Business or relevant field, MBA (finance/accounting)/CA Intermediate/CMA partly qualified is preferable.

Experience Requirements:

  • At least 3 years of experience within the finance department of a national or international NGO’s/development organization

Additional Job Requirements:

  • Advanced knowledge on accounting and all of its components particularly cash flow, banking, transaction processing and record keeping.
  • Previous experience supporting financial systems for USAID-funded programs.
  • Knowledge and experience to work in QuickBooks accounting software.
  • Experience monitoring and supporting the financial reporting of grantees.
  • Excellent analytical skills- the ability to analyze complex financial data and design and produce effective management information.
  • Excellent experience of budgeting and budget management, understanding of financial systems and procedures.
  • Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  • A full appreciation of the value of co-operation, both internationally and within a team environment. Understanding of Counterpart International vision and mission and a commitment to its objectives.
  • Very goon on Interpersonal communication skills,  Result driven, Ability to work on deadline, detailed and thorough, customer need oriented, Good English and Bangla communication skills, High level of integrity and sense of maintaining confidentiality and Excellent computer (MS Office, MS Excel, MS PowerPoint) operating skills, especially on databases.
